Distinctive requirements include construction wage rate compliance for Alger County, Michigan; Buy American construction materials provisions; compliance with 2024 International Building Code Chapter 17 structural testing and special inspection requirements (including structural steel welding, concrete, and deep foundation inspections); drilled micropiles and helical piles for boardwalk foundations; erosion and sediment control per NPDES with rock construction entrance and 70 percent vegetative cover density at final stabilization; historic resource protection for a National Historic Register corduroy road remnant; and noise limits not exceeding 70 dB(A) at 50 feet. Performance and payment bonds are required within 10 days of award. Subcontracting is limited to 25 percent of contract value. An organized site visit is scheduled for May 20, 2026 at 9:00 AM ET. An optional Bid Option 1 for an overlook deck observation platform is available for pricing. Bidders must acknowledge receipt of Amendment 0001 (effective June 23, 2026) prior to bid opening.

SOLICITATION NOTICE:

The National Park Service, Interior Regions 3/4/5, Ohio Major Acquisition Buying Office, is issuing an Invitation for Bids (IFB) for the Munising Falls Trail Replacement project for the Pictured Rocks National Lakeshore in Munising, Michigan.

Providing all labor, materials, tools and other equipment necessary for renovating an approximately 650 foot long paved trail. The existing trail is asphalt pavement with three wood bridges. The trail traverses a variety of steep and gradual terrain and follows Munising creek terminating at an overlook deck at the base of Munising Falls. The existing trail is approximately 5 ft wide typical and the proposed trail is 6¿ wide typical. Existing bridges and portions of the existing on-grade trail will be replaced with elevated boardwalks.

TYPE OF CONTRACT: This will be a firm-fixed price contract.

Construction Wage Rate Requirements for Alger County, MI will apply.

North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 237990, and the size standard is $45 million.

This project is set aside 100% for Total Small Businesses.
