This is an addendum to bidding documents for the National Park Service that modifies the scope of work for the Pictured Rocks National Lakeshore Trail Rehabilitation project in Munising, Michigan (PMIS No. 226930).
In April 2025, a flood event at peak snowmelt undermined and displaced approximately 75 feet of wood cribwall, asphalt trail, and wood handrail, rendering the trail impassable and necessitating immediate public closure. Park staff obtained U.S. Army Corps of Engineers approval and extracted debris from the failure, stockpiling materials by type (asphalt, limestone rip-rap, wood timber, and dimensional lumber railing) adjacent to the trail at the eastern limits of the impacted reach. The contractor's removal scope remains unchanged—remove, haul off-site, and lawfully dispose of materials—but the stockpiled condition of materials in this 75-foot reach supersedes their original constructed condition. The flood event does not alter the engineering design of the new elevated walkway as detailed in the construction documents. The addendum updates two drawing sheets: Sheet 01 G2.0 (Site Survey) and Sheet 01 C2.1 (Existing Conditions and Demolition Plan West) to indicate approximate limits of the flood-swept trail and cribwall and the stockpiled cleanup debris. Photographs taken in September 2025 document the existing trail conditions, impacted reach, remaining cribwall sections, and stockpiled materials.

NOTICE TO BIDDERS: The Specifications and Drawings for the above referenced project are hereby amended as follows:
SPECIFICATIONS – GENERAL
ITEM NO. G-1 SECTION 01 10 00 ITEM 1 – DESCRIPTION OF WORK
a. Part 1.1. Background: ADD the following paragraphs following the existing paragraph:
In April 2025, the project site experienced a high impact rain induced flood event at the peak of snowmelt which undermined and fully displaced an approximately 75-foot reach of wood cribwall, asphalt trail, and wood handrail rendering it impassible. The trail was immediately closed to the public and shall remain as such until the completion of the scope of work under this contract. Existing topography and geology previously concealed by the constructed trail and crib wall has been exposed.
Park staff, having obtained approval from the US Corps of Engineers, have extracted and stockpiled the debris from the failure arranged by material (asphalt, limestone rip-rap, wood timber and dimensional lumber railing) adjacent to the trail at the eastern limits of the impacted reach. Refer to photographs as provided within this addendum.
The Contractor’s scope of work for removals remains as called out in the Construction Documents, to remove, haul off site, and lawfully dispose of material.
The state of the material being stockpiled rather than in their original constructed condition for this 75-foot reach is modified by this addendum. This event of failed trail segment does not alter the engineering of the new elevated walkway as detailed and specified in these Construction Documents.

a. Replace sheet with the revised sheet 01 G2.0, SITE SURVEY, provided in this addendum. Revisions indicate approximate limits of flood swept trail and cribwall and stockpiling of clean up debris performed by park staff.
