About this opportunity

The National Park Service's Midwest Region is conducting a market survey to identify contractor interest and capability for the Munising Falls Trail Rehabilitation project at Pictured Rocks National Lakeshore in Michigan. The project involves renovating approximately 650 feet of paved trail, widening the existing 5-foot asphalt path to 6 feet typical width, and replacing three existing wood bridges with elevated boardwalks. Contractors must be registered as small businesses under NAICS code 237990 (Other Heavy and Civil Engineering Construction) with a $45 million size standard and must demonstrate adequate construction bonding capacity. The contracting officer will use the survey responses to develop an acquisition strategy for a potential formal solicitation; evaluation will be based on contractor capability statements, bonding limits, and relevant experience with similar infrastructure projects. Interested contractors must submit their responses by 1200 EST on February 18, 2026, via email to christopher_bauer@nps.gov, including firm name, address, contact information, UEI number, size status, SBA certifications, bonding limits, and a brief capability statement.

This pre-solicitation notice carries no set-aside designation and identifies no incumbent contractors. The anticipated construction magnitude ranges from $1,000,000 to $5,000,000, with work expected to begin in late 2026. The project encompasses all mobilization, labor, materials, tools, equipment, and oversight necessary to complete the trail renovation, including prime and subcontracting oversight responsibilities. All costs associated with submitting a response to this voluntary market survey are the responsibility of interested firms, and submission of information does not constitute a commitment by the government to issue a formal solicitation. Any future Invitation for Bid or Request for Proposal will be posted separately on SAM.gov, and firms should monitor that platform for the formal procurement announcement.
