Munising Falls Trail Project – PIRO

QUESTIONS:

1. Please provide the number of trees and sizes to remove for bidding purposes.

The new work follows the alignment of the existing trail.

There are no trees identified to be removed by the Contractor. Per Bid Option 1, the overlook platform includes a single 4” tree which states on the drawings will be removed by NPS prior to Contractor mobilization.

2. Is an SWPPP required?

Yes. See sheet 7 of 35 in the Construction Drawings, Erosion and Sediment Control Notes which state the requirement. The project is also permitted by Michigan EGLE and NPS has obtained and will provide to the awarded contractor copy of the permit to adhere to its conditions.

3. Should contractor account for any silt fencing or erosion control measures? If so, to what extent?

Absolutely yes. See Construction Drawings, sheets 6 and 7 of 35 for the minimum provision of sediment and erosion controls as defined.

Additional measures may be required should construction activity or maintenance of installed measures not provide required control as condition of the permitting.

4. Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?

They do not. If fewer individuals have the proper qualifications and experience, they may fill more than one role.

5. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?

The period of performance is inclusive of lead times

6. Please provide the site visit attendee sign in sheet.

7. Please confirm whether asbestos or lead is present on this project, and if so, provide the relevant documentation.

Lead nor asbestos are known to be present within the project.

8. Does this project require phasing?

No

9. Is this project tax exempt?

Materials purchased for this project are generally exempt from state taxes. An exemption letter will be supplied by the contracting officer to the awardee,

10. When do you anticipate on site work starting?

Work will begin once all necessary post award documentation is completed and a notice to proceed has been issued. No work will be able to be completed during the winter months and will be accounted for.

11. Are third party inspections required?

There is testing required as defined in the specifications as third party, Contractor procured sources.

12. Is permitting required?

No building/construction permit as NPS is the Authority Having Jurisdiction. Regulatory permitting addressing natural resource impacts is required. Erosion and Sediment Control permit is required to be obtained by the Contractor. The project is also permitted by Michigan EGLE and NPS has obtained and will provide to the awarded contractor copy of the permit to adhere to its conditions.

13. Are soil boring reports available? If not, it will be assumed that excavation will be clear of rocks and obstructions.

Geotechnical investigations which informed the structural design is provided as a appendix of the project manual.

14. Is there a bulk water fill i.e. a hydrant or water source we can pump from for grading operations in close proximity?

There is no hydrant on site;

contractor could work with city to access nearby hydrants or water sources.

15. Is any landscaping restoration required for this project?

For example; topsoil, seeding, and fertilizer.

Yes. Extent is identified in the Construction Drawings pertaining to tree, soil, and vegetation protection, topsoil conservation and salvage, and seeding.
