About this opportunity
Tinker Air Force Base, operating under the Department of the Air Force Materiel Command Air Force Sustainment Center, is procuring a Multiple Award Construction Basic Ordering Agreement (BOA) to provide a comprehensive range of construction, repair, and maintenance services for real property. The procurement encompasses 35% Design-Build, 100% Design-Build, and Construction Only services under NAICS Code 236210 (Industrial Building Construction) with an annual size standard of $45,000,000. Key contract requirements include submission of an Experience Matrix demonstrating previous construction experience involving sustainment, maintenance, repair, and renovation projects, with at least one design-build project showing detailed engineering design by licensed professionals; acknowledgment of the MACB Provisions and Clause Matrix; and a Section A Executive Summary. The government will evaluate proposals on an acceptable/unacceptable basis, assessing contractor capability, management approach, scheduling, planning, and cost proposals for reasonableness, balance, and realism using a Lowest Priced Technically Acceptable (LPTA) source selection method. Critical dates include a Pre-BOA teleconference on January 6, 2026 (registration due by noon on January 5th), RFI responses due by 1700 on January 8, 2026, and the overall proposal due date of January 15, 2026 at 1:00 PM local time.
This solicitation includes a partial small business set-aside, with Order Proposal Requests (OPRs) valued at $25,000,000 or less reserved exclusively for small businesses, while OPRs exceeding $25,000,000 will be open to full and open competition. No current incumbent contractors are identified in the solicitation materials. The government intends to execute no-cost BOAs valid for up to five years to multiple responsible offerors whose proposals conform to all requirements and evaluation criteria, with the specific award values to be determined at the individual task order level rather than at the BOA level. The procurement encompasses a diverse range of projects at Tinker Air Force Base, ranging from small repairs costing $25,000 to major renovations valued up to $5,000,000, with performance periods commencing within 10 calendar days of task order award. All work will be performed exclusively at Tinker Air Force Base in Oklahoma City, Oklahoma, a 5,500-acre facility containing 458 buildings totaling 18.7 million square feet, where contractors must comply with comprehensive technical standards including the 2020 TAFB Facility Standard, 2025 Mechanical Standards, and 2025 Electrical Standards.

The North American Industry Classification System (NAICS) Code is 23621q0 Industrial Building Construction with corresponding annual size standard of $45,000,000.
As Identified in the BOA Source Sought Synopsis, the TAFB will procure all BOA requirements utilizing a phased procurement process outlined below:
Phase One- Competition for BOA Holders: Basic Ordering Agreement Invitation will be released at least once a year to allow interested contractors an opportunity to submit a proposal for evaluation to obtain an executed BOA. The Government will execute no-cost BOAs to offerors who are deemed responsible in accordance with (IAW) the FAR Part 9, as supplemented, whose proposal conforms to the BOA Invitation requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Instructions to Offerors and is assessed based on the evaluation factors and subfactors to be responsive, responsible, and qualified to the Government. The BOAs will be valid for a period of up to five (5) years beginning from the effective date of the initial BOA execution. An annual synopsis for requirements falling under the scope of the MACB program will be released in sam.gov. The annual synopsis covers requirements related to Construction Services that are within the scope of, and designated for, the MACB program and that emerge within the year after the annual synopsis is published. The Government will not conduct a separate BOA synopsis for any such emergent requirement prior to issuing the applicable competitive OPR(s)
Phase Two- Competitive Requirement/Order Process within BOA Holder Pool: The Procuring Contracting Officer (PCO) will issue competitive OPRs for specific requirements falling under the scope of the MACB program.
