Government response:
Section A – Executive Summary is required to be acknowledged as part of proposal submission.
10. I am requesting confirmation on whether the Provision and Clause Matrix included with the BOA Invitation is informational only at the BOA level, and whether any portions of the matrix require completion or input from me as the Offeror.
Government response:
The provision and clause matrix is informational only and do not require completion by the offeror.
11. I am requesting instructions for registering for the pre-bid / pre-solicitation teleconference associated with BOA FA8137-26-R-0004, including any required RSVP information, deadlines, and connection details.
Government response:
RSVP information has been sent.
12. Within the Section A, Executive Summary, page 3, Submission of Proposals, it states, “Proposal will be submitted in accordance with Section L of this invitation. Section L of the solicitation includes Factor 1, Technical, and Factor 2, Price. Factor 1, includes: Project Narrative; Subfactor 1 Capability and Management; and Subfactor 2 Schedule and Planning. Within the SAM.GOV posting, at the bottom, it states, “Prospective contractor responses shall include the three attachments below completed in their entirety. All attachments are required by the 1300 CST 15 January 2026.” It then lists the following: Attachment 1: Experience Matrix; Attachment 2: MACB Provisions and Clause Matrix; and Attachment 3: Section A_Executive Summary. Section L does not address any requirement to submit an Experience Matrix, MACB Provisions and Clauses Matrix, or an Executive Summary to submit. We are not clear on the submission requirements for this MACBOA. Please clarify what specifically is required to be submitted for this MACBOA IDIQ.
Government response:
Section L and M required at the task order level.
13. Within Section L of the solicitation, a Project Narrative is required. Offerors are to clearly demonstrate the offeror’s understanding of the project scope by including the following information: project synopsis; proposed method of accomplishing the work; type of site field verification performed; anticipated user impacts; protection of government property during construction; etc., etc. However, we can no locate a project associated within this MACBOA IDIQ submission. This Project Narrative is typical of a MACBOA task order submission, where there is a project Offerors are bidding. Please clarify if this narrative is required, and if so, please explain which or what project Offeror’s are to demonstrate their understanding of within this section.
Government response:
Section L and M are required for subsequent task orders.
14. Within Section L of the solicitation, Subfactor 1 – Capability and Management, is this section to be inclusive of the overall MACBOA IDIQ? Or project-specific. This section is typical for a task order issued under the MACBOA, and is typically project-specific. Since there is no project associated with this overall MACBOA submission, please clarify what is to be covered within this Subfactor 1 submission.
Government response:
Section L and M are required for subsequent task orders.
15. Within Section L of the solicitation, Subfactor 2 – Schedule and Planning, the submission requirements request a proposed construction schedule that meets or improves the mandatory completion date stated in the OPR. The completion date on page 1 of the SF 1442 lists 10 calendar days. There is no project associated with this MACBOA IDIQ submission, and therefore we are not clear how to develop a schedule for a project that doesn’t exist. Please clarify this submission requirement and whether it is applicable for this MACBOA IDIQ submission.
Government response:
Section L and M are required for subsequent task orders.
16. Within Section L of the solicitation, Factor 2 – Price, Section L requires information that is required when Offeror’s are bidding a project, such as a task order under the MACBOA. There is not a project or seed project associated with submission of this overall MACBOA IDIQ. Please clarify what is to be included within the Factor 2 – Price if there is no project or task order (OPR) to price or bid?
Government response:
Section L and M are for subsequent task orders.
17. There were six (6) files uploaded on SAM.GOV for this MACBOA posting. One of the files was Experience Matrix. Please explain is Offeror’s are to complete this matrix, and where within the Section L submission and Section M evaluation criteria, this matrix is to be submitted and how it will be evaluated?
Government response:
Section L and M are for subsequent task orders.
18. Please confirm the evaluation of this MACBOA is a Technically Acceptable (Pass/Fail) rating. Meaning, if a Contractor meets the technical standards, the Contractor will be awarded this MACBOA and will be able to bid on future task orders (OPRs) issued under this MACBOA.
Government response:
The Government seeks to issue BOAs to offerors that gives the Air Force the greatest confidence they will best meet the requirements.
19. Please confirm that a Contractor can submit as a Prime Contractor/Offeror on this MACBOA, and can also be included as part of Team (teaming partner/key subcontractor) with another Prime Contractor/Offeror that is also submitting on this MACBOA.
Government response:
Yes
20. We respectfully request that the GOV provide an extension to the RFI deadline once the submission requirements are clarified to allow Offeror’s time to review the revised submission and evaluation criteria and to submit necessary RFIs. There is a pre-proposal teleconference scheduled for January 6th. Assuming the submission and evaluation criteria is clarified prior, we requested extending the RFI due date until the 13th of January, 7 days after the pre-proposal teleconference.
Government response:
Following the conference the Government will consider an RFI extension but one is not planned at this time.
21. Can you advise which part of Section L is required for submission to be considered a BOA contractor?
a. Section L appears to reference a specific construction project, i.e., referencing project drawings, pricing requirements, and a project schedule. Do you want general technical, management, and planning approaches for construction rather than a specific approach for a specific project?
b. Is there something required for the pricing volume?
c. Are there any bonding requirements for this phase?
Government response:
Section L and M will be included for subsequent task orders.
Pricing requirements will be at the task order level.
Bonding requirements will be at the task order level.
22. For the Experience Matrix
a. Is subcontractor experience a requirement or at the discretion of the Contractor?
b. Are CPARS and/or PPQs required to be submitted for each experience examples provided?
Government response:
The offeror may also provide teaming experience instead of subcontractor experience.
CPARS and/or PPQs are not required.
23. According to the sam.gov listing, contractors are expected to submit completed the “MACB Provisions and Clause Matrix” and “Section A Executive Summary” files. However, I do not see any places that require entries in those documents. Could you advise on what is needed to submit in reference to those documents?
Government response:
The offeror should acknowledge the two documents but there is nothing specific to fill out.
24. Section L of the Solicitation states that offerors are to provide a Price and Technical Proposal for an Order Proposal Request (OPR). Additionally, the Statement of Work (SOW), Section 4, states that “included in the Contractor’s response to the initial Solicitation must be a management plan detailed as follows…”. However, for Phase 1 – Competition for BOA Holders, the SAM Posting very last paragraph and Solicitation Section J identifies the following attachments as part of the BOA Invitation submission package:
· Attachment 1: Experience Matrix
· Attachment 2: MACB Provision and Clause Matrix
· Attachment 3: Section A – Executive Summary
Given this, please confirm whether for Phase 1 submissions only (due 15 January 2026), offerors are required to submit only the following:
1. A completed Attachment 1 – Experience Matrix
1. An acknowledgment of Attachment 2 – MACB Provision and Clause Matrix
1. Attachment 3 – Section A Executive Summary, consisting of a high-level executive summary overview of the offeror’s company (e.g., approximately five pages)
Government response:
Section L and M will be incorporated in subsequent task orders. The only submissions for Phase 1 are a completed experience matrix and acknowledgement of attachment 2 and 3. Additional company information such as a capability statement may be included but are not required.
25. Please also confirm that a detailed Management Plan, as described in SOW Section 4, is not required at the Phase 1 BOA Invitation stage, and will instead be required at the Order Proposal Request (OPR) level (Phase 2).
Government response:
The detailed management plan as described in the SOW will be required during Phase 2 at the task order level.
