This announcement constitutes the pre-solicitation notice. A Request for Quotation (RFQ) and Blanket Purchase Agreement (BPA) will be posted to Federal Business Opportunities (FBO) on August 30th 2018. The National Aeronautics and Space Administration (NASA), Kennedy Space Center (KSC), is pleased to release this RFQ for the Kennedy Space Center Construction BPAs for Various Electrical disciplines. This RFQ will result in the award of multiple BPAs that provides support to all NASA facilities throughout the Kennedy Space Center and all facilities maintained by NASA or its customers within the Merritt Island Wildlife Refuge and Cape Canaveral Air Force Station. This agreement will provide the Government the ability to respond to and complete requirements in a timely manner by competing Calls amongst a limited group of highly qualified local licensed electrical contractors. The intent of this procurement activity is to establish an agreement for minor construction and facility maintenance electrical requirements supporting government owned properties where exact items, quantities, and delivery requirements are not known in advance and may vary considerably. Pursuant with FAR 13.303-2, the Government anticipates establishing this simplified acquisition process under a multi-awarded BPA for a potential maximum of five years (30 September 2018 - 29 September 2023) and a total estimated BPA cost limitation of $5M. This opportunity will allow NASA KSC to award agreements up to ten (10) contractors. The Government intends to acquire the construction BPA(s) using FAR Part 13 Simplified Acquisition Procedures (SAP). Questions regarding this acquisition must be submitted in writing via e-mail no later than September 14, 2018. It is the bidder's responsibility to monitor Federal Business Opportunities, https://www.fbo.gov/ for the release of the BPA, solicitation and amendments (if any).
