Project 99710, Removal of Pyrtronics Panel & Devices

1. Does the contractor have to remove conduit, supports and boxes above hard ceilings?

Answer: Through concurrence by the KSC AHJ, contractors are not required to remove of all the conduit, j-boxes and supports above hard ceilings. The wiring does have to be removed and the holes in the hard ceiling have to be repaired to match existing construction.

Project 99711, Provide Lighting Tower A Level 25-40

Location VAB, 40th Floor Questions and Answers

1. Is the use of existing lighting circuit acceptable?

Answer: Currently, there is no lighting or fixtures located on A-Tower 40th floor. The electrical panel has spare circuits available for all newly installed fixtures.

2. What size is electrical panel?

Answer: 120 volts

3. Where will lights be located and what fixture type?

Answer: The lighting fixtures will equally spaced on the concrete deck directly above the fire suppression water tank. The contractor shall field locate the fixtures and request approval from NASA prior to installation. Fixture selection and model is up to the contractor to submit to the government for review and disposition. New light fixtures shall be LED type equivalent in output and spread as the existing overhead fixtures located on Tower A- floor 25 (single phase/277 volt/400 watt mercury lamp)

4. Is scaffolding provided?

Answer: NASA will provide access to the concrete deck above the tank in the form of scaffolding.

The contractor shall coordinate with NASA to ensure proposed configuration meets contractor's needs.

The contractor will be responsible for all training and associated safety equipment required to utilize the

NASA provided scaffolding system.

5. Can lights be 120 volt LED?

Answer: Yes - fixtures may be 120v LED as long as performance (output and spread) match existing fixtures located on Tower a 25th floor. Available power on the 40th floor is limited to 120v.

6. Is all new conduit required to be rigid?

Answer: YES

7. Is there a minimum size for new rigid conduit? I.E. is ½ inch rigid conduit acceptable (where it is allowed per applicable codes) or must all new rigid conduit be no less than ¾” in diameter?

Answer: All new rigid conduit be no less than ¾” in diameter

8. Are set screw type conduit fittings acceptable?

Answer: No.

9. Is 120 volt power source acceptable for new light fixtures at level 40 and level 25 (in lieu of 277 volt)?

Answer: Yes. The only power available in the 40th floor is 120v.

10. What is location of 277 volt panel at level 40 VAB (only required if 120 volt electrical panel in main walkway is unacceptable for powering new lighting)?

Answer: Use of existing 120v panel and associated fixtures are acceptable.

11. What type of switches (single pole, double pole, 3 way) are desired for operation of lighting/receptacles at level 25/40 of VAB?

Answer: Single pole switches are required at level 25/level 40.

12. How many switches shall be installed at level 25/40?

Answer: One new switch shall be installed to operate lighting at level 25 and one switch to operate the four fixtures at level 25 mezzanine (floor 26). Additionally, one switch shall be installed to operate all lighting on the level 40. Note: New lighting switch at level 25 shall operate all fixtures above the tank. One new switch each shall be installed to operate duplex receptacles on each level (25 and

40). The switches shall be located together on 25 / 40 - one switch shall operate the overhead lighting...

the second switch shall energize the outlets surrounding the tanks at platform level.

13. What is desired location of switches for lighting/receptacles at level 25/40 of VAB?

Answer: Two (2) each switches shall be installed on right side of door opening providing access to existing tanks (at level 25/40). One switch shall be provided at each location for lighting and one switch for receptacles (two new switches at each location). The switch on 25 mezzanine level shall be field located - will NASA approval - close to the stairwell exit.

14. What is location of 120 volt electrical panel at level 25?

Answer: It is located in mechanical room 25A3 (adjacent to 277 volt panel in main walkway serving existing lighting).

Location VAB 25th Floor Questions and Answers

1. Scaffolding on floor 25 only?

Answer: NASA will provide access to the concrete deck above the tank in the form of scaffolding.

The contractor shall coordinate with NASA to ensure proposed configuration meets contractor's needs.

The contractor shall provide all training and associated safety equipment required to utilize the NASA provided scaffolding system.

2. Scaffolding on level 25 mezzanine?

Answer: NASA will NOT provide scaffolding assistance to the existing fixtures located on Tower A

26th floor (referred to as the mezzanine during the walk down).

3. What type of lights on floor 25 and 40?

Answer: Fixture selection and model is up to the contractor to submit to the government for review and disposition. New light fixtures shall be LED type equivalent in output and spread as the existing overhead fixtures located on Tower A- floor 25 (single phase/277 volt/400 watt mercury lamp)

4. Where is 120 volt panel on floor 25?

Answer: Room 25A3

Location VAB, 5th Floor Questions and Answers

1. Desired location of 3-Way Switches?

Answer: One (1) each switch shall be mounted on right side of entry door on west side of level 5 platform and one each switch shall be mounted on right side of exit door adjacent to stairwell on east side of level 5 platform (two new switches this location).

2. Are there any specific type of conduit or fittings required?

Answer: Rigid 3/4" minimum. This is kind of an open-ended question. Depending on installation and application the following are allowed: RMC, FMC, LFMC, EMT. On fittings, for which conduit specifically? If the question is in regards to EMT then the answer as previous: set-screw types not permitted, only compression.

3. Are there any specific date of completion for each scope?

Answer: The estimated period of performance (PoP) for each task is described in the Statement of Work for each individual project. All completion dates will start once a notice to proceed is issued from the Contracting Officer. The BPA call is considered complete once the contractor has used all available days from the PoP or work performance is finished whichever comes first.

4. What is the outage process at KSC?

Answer: KSC has an established outage process. The contractor will be required to give NASA a written notice at least 14 days notice prior to any outage. NASA will assist the contractor on completing outage paperwork and all base operation contractor coordination. NASA will provide lock out tag out

(LOTO) signage but the contractor is responsible to control (provide locks) of any circuits or panels under their control.

5. Existing boxes could accommodate light fixtures, assume to add?

Answer: All lighting tasks shall be bid as outlined in the scope… all new fixtures, conduits, switches, breakers and conductors.

6. Is all new conduit required to be rigid?

Answer: 120v is acceptable. The power 120v panel is located in the 5th floor F-tower elevator lobby (Electrical Room 5F2)

11. What type of switches (single pole, double pole, 3 way) are desired for operation of lighting at level 5/6 of VAB?

Answer: Three way switches are required to operate all lighting at level 5/6 of VAB.

12. How many switches shall be installed at level 5/6?

Answer: Two new 3-way switches shall be installed on level 5 of VAB. Note: new lighting switches at level 5 will also operate single light fixture accessible on level 6 catwalk.

13. What is desired location of switches for lighting at level 5 of VAB?

Answer: One (1) each switch shall be mounted on right side of entry door on west side of level 5 platform and one (1) each switch shall be mounted on right side of exit door adjacent to stairwell on east side of level 5 platform.

14. Electrical junctions boxes exist (which can accommodate lighting); however, light fixtures are not currently installed in these locations. Does the government desire new fixtures to be installed in these locations?

Answer: No.

15. What is the weight limit of the elevator serving level 5 of VAB?

Answer: 8000 lbs.

16. Will the government dispose of all hazardous/non-hazardous waste?

Answer: The contractor shall place all hazardous & controlled waste in government provided containers/drums and government will seal, label, remove containers/drums, and properly dispose of all waste. All non-hazardous waste will be properly disposed of by contractor at the direction of NASA. Any materials considered salvage can be either delivered to NASA salvage yard by contractor or recycled by contractor as directed by government. Any waste or excess shall be identified and approved by NASA prior to removal from the job site.

Project 99713, Install 2 New 4_0 Exothermic Welds Camera Pad 6

Location PAD B, Camera Site #6 Questions and Answers

1. Is there any specific type of ground wire for new counterpoise?

Answer: The ground wire shall be bare-stranded copper conductors not less than No. 4/0 AWG in size.

2. Is underground locating done as normal?

Answer: Yes. The Government will schedule and provide locating services prior to excavation authorization.

3. Will the government take care of locates?

Answer: Yes.

4. What certifications are required to dig?

Answer: There are no certifications required prior to hand-digging. The contractor shall perform a pre-work site meeting with NASA present to discuss the contractor's method of implementation prior to any excavation. All excavated soils must remain onsite.

5. How deep is the trench required?

Answer: 24 inches

6. Cad welds from cable tray up from where to where?

Answer: Under transformer to Ground under CS-6.

7. Hand dig only?

Answer: Yes.

8. Transformer to cable tray type of excavation?

Answer: Hand dig.

a. Where at cable tray?

Answer: To closest counterpoise.

Project 99708, Remove LCC UPS Modules

Location LCC Questions and Answers

1. What happens with demo equipment?

Answer: All equipment will remain property of the government. The contractor shall turn-over any equipment removed during project execution to the Government. NASA will assist on the proper documentation. No material or excess shall be removed from the project site without NASA approval.

2. What is the down time for equipment?

Answer: Down time will need to occur real-time or during the actual execution of the project.

The LCC is operational and supports launch operations which are flexible in nature thus for this task the contractor schedule must be flexible. Contractors should consider an un-usual amount of downtime and outage complications. Downtime for specific equipment will be handled on a case by case basis.

3. Configuration of ATS 75?

Answer: Configuration shown in provided sketch sheets.

4. UPS is not fed from room 1P11?

Answer: See attached 1P11 system drawing.

5. ARC Flash study for all modified circuits, will panel require updated ARC Flash?

Answer: Any changes to the panel that affect the current arc-flash calculations will require updating. Yes. NASA will provide the label template and whatever upstream source data needed for the FPC to perform the ARC Flash for the modified circuits.

Project 99217, PV Panels EMF

Location K6-1446K Questions and Answers

1. Can roof manufacturer specs be provided?

Answer: YES see attached 79K38333_TRO038 Roof Details

2. Can the building construction plans be provided, specifically 1-line diagram of electrical system.

Answer: YES see attached 79K38333

3. What electrical panel will connection be made to?

Answer: This is dependent on the inverter system selected. The connection will be field verified during the submittal process.

4. How are the modules connected to the roof?

Answer: The roof is a standing seam system. Any non-penetrating seam clamp can be used if compliant with regional wind load requirements

5. Reference: Call 6 Statement of Work, Appendix 23 , Bid diliverables will include. Any proposal without documentation verifying FSEC certification (or written concerrence from FSEC documenting the proposad system's ability to be certified) will be rejected outright without further government review.

To obtain FSEC approval a design has to be submitted to FSEC, at this point a design does not exist. To bid this requirement we would incur costs that could not be recovered if we are not the successful bidder. Does this requirement need to be submitted with the proposal?

Answer: NASA assumes the system selected by the contractor for installation has previously been through the FSEC process. The government is not looking for a custom installation but seeking the best $/watt solution and a system with field proven performance. If a contractor feels a new previously unverified system would provide the best solution for NASA at the lowest $/watt installed - the contractor would be at risk. All proposals will be reviewed for technical acceptability - if the contractor can include documentation that ensures the government that the system proposed will meet the FSEC certification requirement pre-award - it will be considered.

Projects 99709 Replace 4100 Legacy FP M7-0360 and 99710 Replace old Pyrotronics Panels

Location SSPF Questions and Answers

1. Who is supplying the ceiling tile?

Answer: The contractor shall provide new ceiling tiles for all tiles containing a detector.

2. Is SIEMENS certified to work on SIMPLEX?

Answer: No. Simplex technicians and engineers are factory trained and certified to work on

Simplex fire alarm systems.

3. Will government coordinate with KSC Console?

Answer: No, Simplex technicians are experienced and trained to coordinate with the KSC Central

Fire Monitoring System located in LCC.

4. Will government be providing a fire watch during outages?

Answer: Only if the KSC AHJ determines that a fire watch is required, then the KSC fire department will initiate the procedure for a fire watch to be provided by others.

5. Outages required?

Answer: Yes, an outage request will be generated by the government for fire alarm system related support to be performed by the ISC shop forces.

6. Solicitation states “Shall be zero change orders; will changes be allowed for unforeseen?

Answer: The government will remove this sentence from this Call. Changes will be allowed for all unforeseen situations not covered in the contract documentation.

7. Will government remove all existing equipment/items etc. from each location (room) prior to work start?

Answer: No. The government is not going to remove all existing equipment/items etc. from each location prior to start of work by the contractor or their sub-contractors. The contractor shall operate in a non-interference process. Any equipment or devices that can be easily moved shall be moved by the contractor. Anything considered un-movable will be considered as a change and will be resolved on a case by case basis.

8. What are requirements for sealing openings (penetrations) through fire walls/barriers caused by contractor removal of conduit or other items?

Answer: All penetrations identified as fire rated walls or fire rated barriers shall be sealed with a

UL listed or FM approved method and materials providing an equivalent seal with the fire rating of the wall or barrier. The method and material to be used shall be submitted for approval prior to installation.

9. Does this work scope include hard ceilings or acoustical tile ceilings only?

Answer: No, the scope of work for the fire alarm project that is removing the smoke detectors and associated control panels has portions with hard ceilings, portions with removable acoustical tiles and walls where the fire alarm control panels are being removed.

10. Is the contractor required to patch/prep/texture/paint any holes in hard ceiling (due to demolition activities) to closely match existing?

Answer: Yes, the contractor shall patch/prep/texture/paint all holes in hard ceilings and walls where the control panels and fire alarm devices are being removed due to demolition activities.

11. Is any other type of fire alarm wiring (other than smoke detector wiring) placed inside existing conduits serving smoke detectors?

Answer: No.

BPA GENERAL QUESTIONS AND ANSWERS

1. Exception with a single discipline; Is Simplex a small business?

Answer: The Government will remove the Small Business reference from the description of the certified FA requirement in the Agreement. The Government will utilize a Justification for Other than

Full and Open Competition (JOFOC) to sole source Fire Alarm programming, testing and commissioning to Simplex Grinnell (Johnson Controls).

SOLICITATION QUESTIONS AND ANSWERS

1. 9.3 states performance questions due Sept 14, actual date is Sept 21?

Answer: Performance questionnaire shall be submitted no later than September 21st.

2. Para. 9.2.A Bullet point four-"each offeror shall demonstrate that they have at least one State of

Florida certified electrician." Is this asking to show we have at least one field personnel that has an electrician's licenses issued from a county in Florida. Or is the intent to show we have a State of Florida certified electrical license to operate as an electrical contractor?

Answer: The intent of this requirement is to show that the contractor has a State of Florida certified electrical license to operate as an electrical contractor.

3. Para. 10.8.1 Bullet point two - "Technical Experience Summary must be individually values at

$250,000 or below." If some of the past projects in our recent history are above this amount will they be considered?

Answer: The intent to show the contractor has experience as an electrician on smaller projects.

The government will consider all relevant experience.
