About this opportunity
The Fish and Wildlife Service is seeking a contractor to repair and rehabilitate the Red Rock Lakes National Wildlife Refuge Headquarters office building in southwestern Montana, a 2,465 square foot log structure originally constructed in 1936. The scope of work includes exterior repairs such as media blasting and re-chinking log walls, installing new gutters and downspouts, applying exterior stains and sealants, and installing snow guards, as well as interior upgrades including boiler replacement with propane connection, plumbing and electrical system modifications to current code standards, and installation of smoke and carbon monoxide detectors. Contractors must demonstrate past performance on similar projects completed within the past five years, with specific experience in log chinking, exterior media blasting, gutter replacement, and boiler installation, and must submit five current references for similar contracts. The Government will evaluate proposals using a Lowest-Price Technically Acceptable approach, with technical acceptability and price weighted equally. Proposals must be submitted electronically to Sanford_Carson@fws.gov by March 27, 2026, at 12:00 P.M. Eastern Standard Time, with questions due by March 20, 2026.
This solicitation is set aside exclusively for small business concerns with an estimated project value between $250,000 and $500,000. There are no incumbent contractors identified in the solicitation documents. The contract period runs from April 1, 2026, to April 1, 2027, with contractors required to commence active work within 10 calendar days of receiving the notice to proceed and complete all work within 180 calendar days. All work must comply with Davis-Bacon prevailing wage requirements established for Beaverhead County, Montana, with hourly rates ranging from $23.05 to $67.61 depending on the trade classification and zone-based distance adjustments. The project is located 28 miles east of Monida, Montana, and performance and payment bonds are required as conditions of the contract award.
