About this file
This is a Statement of Work for the Red Rock Lakes National Wildlife Refuge Headquarters Building Renovation project located in southwestern Montana, 28 miles east of Monida. The project magnitude is between $250,000 and $500,000, with a 180-day completion timeline from the Notice to Proceed. The U.S. Fish & Wildlife Service is the federal agency managing this renovation of a 2,465 square foot log building constructed in 1936 by the Civilian Conservation Corps.
The contractor must provide all labor, materials, and equipment for exterior and interior repairs. Exterior work includes media blasting and preparing log walls, fascia, and soffit; re-chinking logs and sealing gaps; staining and sealing exterior components; installing new 4-inch gutters and downspouts with 36-inch extensions; and installing fence-style and roof vent snow guards. Interior work encompasses replacing the existing oil-fired boiler with a high-efficiency propane boiler and removing associated equipment; modifying plumbing and electrical systems to current 2023 NEC codes; connecting to a 1,000-gallon propane tank with associated piping and installation; installing new exhaust and intake venting for the gas boiler; and installing 15 hardwired smoke detector/CO detectors and two tamper-resistant pull stations. The contractor must obtain all permits, provide a Water Pollution Prevention Plan, comply with environmental regulations, restore disturbed areas with native vegetation, and submit required documentation including warranties, O&M manuals, and as-builts prior to final payment. Key contacts include Project Leader Michael Bryant, Inspector Michael Cerasaro, Contracting Officer Sanford Carson, and COR/Engineer Carl Loescher. Evaluation factors include price, past performance, and experience with log chinking, exterior media blasting, gutter replacement, and boiler installation.

STATEMENT OF WORK
Red Rock Lakes NWR
Headquarters Renovation
I. PROJECT SCOPE
A. Project Background
Red Rock Lakes National Wildlife Refuge is a remote refuge located in the high elevation of the Centennial Valley, in the southwestern region of the of Montana. Adjacent to Gallatin National Forest and near Yellowstone National Park, the refuge is an integral part of the Greater Yellowstone Ecosystem. Red Rock Lakes is best known for being the primary location for the efforts saving the trumpeter swan from extinction, which by 1932 had fewer than 200 known specimens in the United States and Canada. By the year 2002, an estimated 3,000 trumpeters were wintering on the refuge, many having migrated south from their summer range in Canada. The trumpeters are now so plentiful that efforts are being undertaken to help them reestablish historical migratory routes to areas further south in the Rocky Mountains and the Great Basin region.
The Red Rock Lakes headquarters office and visitor center is a 2,465 square foot building constructed in 1936 by the Civilian Conservation Corps providing space for visitors from across the country who visit this destination refuge and office space for refuge staff. Harsh weather and heavy use have resulted in the deterioration of the building both externally and internally. The proposed repairs will bring current standards of 2023 NEC Electrical Codes and benefit energy savings with the efficient restoration of exterior and interior components of the building.
