About this file
This is a Request for Proposal (RFP) for a firm fixed-price construction contract to repair the Red Rock Lakes National Wildlife Refuge headquarters office and visitor center building in Lima, Montana. The solicitation is set aside for small business concerns with a project magnitude between $250,000 and $500,000. The Fish and Wildlife Service (FWS), managing this procurement, requires all material, equipment, and labor for interior and exterior repairs. Work includes log wall repair and re-chinking, exterior staining/sealing, installation of new 4-inch gutters and downspouts, fence-style and roof vent snow guards, boiler replacement with propane tank connection, plumbing and electrical modifications, new exhaust and intake venting, and installation of 15 hardwired smoke/carbon monoxide detectors with 2 tamper-resistant pull stations. The contractor must commence work within 10 calendar days of receiving the notice to proceed and complete all active work within 180 calendar days. Performance and payment bonds are required, with delivery due within 10 calendar days of award. All work must comply with Davis-Bacon wage rates, environmental protection standards, and federal acquisition regulations.
Proposals must be submitted electronically to Sanford_Carson@fws.gov by March 27, 2026, at 12:00 P.M. Eastern Standard Time, with questions due by March 20, 2026. The Government will evaluate proposals using a Lowest-Price Technically Acceptable (LPTA) approach, with technical acceptability (past experience and performance) and price weighted equally. Offerors must demonstrate at least five projects completed in the past five years with similar scope and magnitude, including experience with log chinking, exterior media blasting, gutter replacement, and boiler installation, plus provide current points of contact for five similar contracts. Prices must be valid for 60 calendar days and include all supervision, management, labor, transportation, equipment, materials, overhead, and profit. The contract period runs from April 1, 2026, to April 1, 2027, with payment processed through the Invoice Processing Platform (IPP). Electronic invoicing requires certified payrolls, progress summaries, and a contractor's release of claims with the final invoice.
