Update #1 ·

This is a Pre-Solicitation notice (synopsis) for a full and open competitive procurement in accordance with FAR Part 5.203; to provide notice of the Government's proposed contract action listed herein.

The National Highway Traffic Safety Administration (NHTSA) (an operating administration of the United States Department of Transportation) is charged with the responsibility of reducing the personal and property losses resulting from motor vehicle crashes.  Many sources of information are needed to permit researchers to adequately measure the characteristics of the highway safety environment.  NHTSA's National Center for Statistics and Analysis (NCSA) operates a system of crash research teams that make up the National Automotive Sampling System (NASS) and provide:

1.         Detailed nationally representative statistics on motor vehicle crashes.
2.         A database for evaluation of standards and for countermeasures design.

Background:

The NASS is divided into two systems: Crashworthiness Data System (NASS-CDS) and General Estimates System (NASS-GES).  NASS-CDS focuses on the crashworthiness of passenger cars, light trucks, and vans involved in crashes and damaged enough to be towed.  NASS-GES, on the other hand, collects limited data on other highway crashes in order to produce general estimates.  From 1991 until 2016, NASS-CDS has included 24 data collection sites, also known as primary sampling units (PSU), located in 17 states with two quality control Zone Centers.  NASS-GES includes an additional 36 PSUs.  All NASS-CDS and NASS-GES PSUs are currently established and functioning.

Each PSU team collects certain information from traffic-police crash reports (PARs), which will be used to generate estimates of the nation's highway crash experience.  The investigation of each case includes interviewing drivers and occupants, inspecting scenes and vehicles, reviewing official medical reports, and reconstructing crash dynamics.  Crashworthiness information will be entered into electronic data files and subject to review by quality control contractors and NHTSA.

The contractor enters information from each investigation into an electronic file.  Photographs are taken using digital cameras that allow the information to be readily entered into computers for storage and clinical review.  After completion and quality review of all cases, NCSA prepares an annual analysis file for public use that includes case weighting factors.  All personal identifiers are removed from electronic files to protect the privacy of the individuals involved.  These NASS files, in conjunction with other data systems, provide the detailed and reliable information with which NHTSA and other motor vehicle research organizations can identify safety problems, monitor trends, assess proposed standards and countermeasures, and evaluate those already in effect.

NHTSA is undertaking a modernization effort to upgrade our data systems by improving the information technology infrastructure, updating the data we collect and reexamining the sample sites.

 Purpose:

NHTSA's objective is to receive professional services to develop a new crash data system that meets the current and future data needs of NASS.

Solicitation Information:

The Government contemplates that multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts whereby Cost Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP) Task Orders may be issued.  Due to the fact the Government contemplates that IDIQ contracts and Task Orders will be made on a cost reimbursement basis; only Offerors with CAS approved accounting systems will be considered for award.  The period of performance of the IDIQ contracts will not to exceed sixty (60) months.  The forthcoming solicitation and any related documents to this procurement will only be available electronically for download at https://www.fedbizopps.gov referenced by the solicitation number (DTNH22-14-R-00002).  The anticipated issuance date of the forthcoming solicitation is on or about November 1, 2013. However, it is the Offeror's sole responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential Offerors will also be solely responsible for downloading their own copy of the solicitation and amendments (if any), as well as other related documents.

NO FURTHER PROCUREMENT INFORMATION IS AVALABLE AT THIS TIME.
