SECTION C - DESCRIPTION/ SPECIFICATIONS/ WORK STATEMENT
C.1 BACKGROUND
Since 1985 National Automotive Sampling System (NASS) investigation-based training has been located at the Transportation Safety Institute (TSI) in Oklahoma City, Oklahoma. The NASS program had fifty teams located throughout the U.S. and four quality control Zone Centers, geographically located in the east, central, southwest and western United States. TSI served the training needs of NASS, Special Crash Investigations (SCI) and Crash Injury Research and Engineering Network (CIREN) programs. Over the years the number of NASS teams has been reduced to 24, the Zone Centers have been reduced to two, and the CIREN centers have been reduced to six centers. Nearly all the training that was conducted at TSI required field training where crashed vehicles and scenes were examined and documented.
The TSI concept of training was to use Associate Staff to assist in the training. For CISS courses, the Zone Center staff was utilized as Associate Staff and NHTSA paid the travel and per diem for their attendance and instruction at the training courses. In 2010, program budgets and travel dollars continued to diminish, along with the number of training classes required. In 2011, the decision was made to use the Crash Investigation Division (CID) of NHTSA to supply training instructors for any field training.
In January 2012, NHTSA began a congressionally mandated data modernization effort. This modernization entails overhauling the current NASS system along with modernizing the information technology infrastructure for the SCI and CIREN programs. The modernization effort will select new sites for future data collection teams, new variables, new hardware and software, and new technologies and methodologies of data collection. The modernization effort will require large amounts of training for all crash field technicians. The modernization effort is set to begin data collection in 2016. Throughout 2015, new CISS teams will be established and pilot testing will commence. There will be an ongoing requirement for testing and training in order to have the system operational in 2016.
C.2 OBJECTIVES
The objective of this Contract is to provide timely, efficient, effective support to NHTSA, and its partners, in the management of the NHTSA Crash Data System. This Statement of Work describes the responsibilities for the Crash Data System of NHTSA. The activities include providing a training location support to NHTSA’s Crash Investigation Sampling System (CISS).
C.3 PURPOSE
The purpose of this Hypothetical Task Order is to evaluate the offeror’s approach to providing logistical services in support of CISS PSU staff training.
C.4 SPECIFIC REQUIREMENTS (SR)
The Specific Requirements listed below expand on this contract’s General Requirements addressed in C.4 and are provided to the Contractor for informational purposes only. For other than the minimum obligation of the government as identified in Section B.2 of this contract, the government is not obligated to fund, nor is the Contractor obligated to perform any work under this contract unless stated so in executed Task Orders.
C.4.A.1-3 – Not used in this hypothetical task
C.4.A.4 HYPOTHECTICAL TASK ORDER REQUIREMENTS
In preparing its response to this hypothetical task order, the offeror shall assume the following:
C.4.A.4.1 Training will be performed by NHTSA’s CID staff.
C.4.A.4.2 Training will be conducted in the Baltimore/Washington DC area. Since CISS PSU staff will be traveling from all over the country, the training facility should be located near a major airport with ease of transportation to hotel(s).
C.4.A.4.3 The training facility shall comprise four rooms:
C.4.A.4.3.1 A formal training room, arranged in a classroom setting, capable of accommodating 20 students. IT equipment necessary to project classroom materials on a monitor or screen will be provided by NHTSA and should not be part of this Task Order.
C.4.A.4.3.2 Staffroom where instructors can prepare for classroom presentations and handle other related issues.
C.4.A.4.3.3 A lockable storage room where training materials and associated supplies/equipment can be secured.
C.4.A.4.3.4 A garage facility capable of storing up to ten (10) crash vehicles at any one time. Sufficient space must be available to allow students to visually inspect the vehicles without encumbrance.
C.4.A.4.4 The facility should be located within walking / subway distance to hotels and restaurants since the students would not have rental vehicles while in training.
C.4.A.4.5 In addition to crash investigation field training, the facility could also be utilized for other NHTSA training programs namely Fatality Analysis Reporting System (FARS) and other State Data Reporting Systems Division trainings. Logistical planning for the training would be prepared by the NHTSA CID staff. Crash Investigators from the CID would be the instructors for the training, and would travel on a daily basis to the training facility to conduct the training sessions.
C.4.A.4.6 HYPOTHETICAL TASK ORDER ASSUMPTIONS
In preparing its proposal for this Hypothetical Task Order, the Offeror shall make the following assumptions.
C.4.A.6.4.1 The offeror is only responsible for securing adequate training facilities. Lodging and other travel arrangements will be the responsibility of the individual students and instructors.
C.4.A.6.4.2 Responsibility for shipping crashed vehicles to and from the training facility will be the Contractor’s. Therefore, the Offeror shall include the estimated cost for shipping each vehicle to the training facility from Kansas City, Kansas. Upon completion of the need for the vehicle fir training, the Contractor shall also be responsible for shipping the vehicles from the training facility back to Kansas City, Kansas.
C.4.A.6.4.3 A total of sixteen (16) training sessions will be held during each of the five years of the contract. Each training session shall last five (5) days. The offeror must secure the required rooms sufficiently ahead of time to ensure that classroom materials and crashed vehicles are available to the students from the first day of class through the last day.
Section F.7 CISS Reporting Procedures
