About this file
This document is a United States Government (USG) Draft Request for Proposal (RFP) Feedback document from the United States Air Force (USAF) providing guidance on technical documentation and testing requirements. The document outlines four key points: (1) Commercial Off-The-Shelf (COTS) parts may not be included in technical drawing lists, (2) a detailed variance classification system for determining minor versus major Request for Variance (RFV) levels with specific criteria for critical, major, and minor classifications, (3) lot evaluation procedures where USG evaluates lots consecutively but reserves the right to withhold acceptance of lots with known failure modes, and (4) flexibility in case ejection testing methods, allowing alternative testing approaches if the contractor can demonstrate equivalent scrutiny, accuracy, and repeatability through supporting data. A notable emphasis is placed on the requirement that any failed Lot Acceptance Test (LAT) automatically classifies the corresponding RFV as a Major variance.

USG Draft RFP Feedback 2nd List
1. The USAF does not typically include COTS parts in the drawing list, e.g. O-ring may not be listed in TDP
2. To assist in determining between minor and major RFVs, the USAF provides the below language:
Additionally, anytime an LAT test is failed will drive the corresponding RFV to be a Major.
3. The USG does evaluate lots in consecutive order, but maintains the right to withhold acceptance of any lots produced with a known failure mode.
4. Regarding case ejection testing in 4.5.1.3.1.1 of the PRF, the USAF is willing to evaluate alternate test methods, provided the contractor can show through data that the alternate test method provides identical scrutiny, accuracy, and repeatability.
