USAF response to Draft RFP feedback

1. The USAF intends to award Production, First Article, MSE, CDRL, and Post-award conference CLINs on the first DO.

2. The FMS source directed CLIN is not anticipated to be awarded on the first DO

3. The USAF would expect to see completion of CLIN0001 (Post award Conference) and completion of CLIN 0002 (MSE admin portion), prior to CLIN 0003 (First Article/ MSE testing). A contractor may choose to work concurrently on CLIN0003 at risk.

4. Ordering Periods: there will be 5 ordering periods with an option year potential for 6 ordering periods. There can be multiple RFPs and subsequent orders placed in any ordering period, similar programs typically have a single order placed per period with the exception being a few orders placed. Contractors awarded an IDIQ contract are contractually committed to bid to RFP requests. Offerors not receiving an award in any period are likely permitted to bid on future ordering periods, depending on circumstances of unsuccessful offeror.

5. The 24 month age requirement only applies to energetic materials.

6. DCMA regional representatives and respective offices perform on site quality assurance activities

7. The USAF has a Final Hazard Classification.

8. Quantity band pricing is expected to be provided for each quantity band. The quantity is for all production assets from both USG and FMS assets procured.

9. The USAF is working to update the TDP to provide a clean TDP with no engineering orders for the final award. All major changes have been communicated through the demonstration contract.

10. The changes from EO 2025A6804-H are being incorporated into a new drawing rev.

11. The USAF will update CDRL E012 block 12/16 to reflect accurate delivery date.

13. The “T” on DI-MGMT- XXXXX reports means that the DID has been tailored (See Block 16).

14. A 7th price band has been added from 200K to 250K units. The Period of Performance will be 20 months for each production order. Further changes are not anticipated at this time.

15. Full payment for CLIN 0002 MSE- Admin would be allowable post submission and approval of the MSE Admin CDRL.

16. USG anticipates Solicitation release in March and award in July 2026 for the base IDIQ concurrent with a production Delivery Order.

17. DFARS Clause 252.223-7002 will be incorporated

18. Vendors meeting prescription of FAR 29.401-3 will have FAR 52.229-3 in the resulting contract.

19. The USAF may waive FAT requirement for production gaps greater than 45 days depending on circumstances.
