About this file

This is a Questions and Answers document providing clarifications on a USAF (United States Air Force) draft Request for Proposals (RFP) related to manufacturing specifications and testing requirements.

The document addresses four key areas of contractor inquiry: (1) Regarding O-Ring 201825333 (AS568-017), the USAF clarifies that commercial off-the-shelf (COTS) parts are not typically included in the Technical Data Package drawing list; (2) To distinguish between minor and major Request for Variances (RFVs), the USAF provides specific contractual language defining Critical variances as departures affecting safety, human health, environment, or security, Major variances as departures affecting performance, interchangeability, reliability, structural strength, or operation, and Minor variances as departures not involving critical or major factors, with the additional provision that any failed Lot Acceptance Test (LAT) automatically classifies the corresponding RFV as Major; (3) While the USG commits to evaluating lots in consecutive order per section 4.4.1(d) of the Performance Requirements Framework, it reserves the right to withhold acceptance of any lots produced with a known failure mode; and (4) Regarding case ejection testing specified in section 4.5.1.3.1.1 of the PRF, the USAF will consider alternate test methods provided the contractor demonstrates through data that the alternate method provides identical scrutiny, accuracy, and repeatability to the specified method.

Updated USG Draft RFP Feedback 2nd List

1. Q: Was O-Ring 201825333 (AS568-017) removed from TDP? Is there a drawing for the O-Ring?

Response: The USAF does not typically include COTS parts in the drawing list, e.g.

O-ring may not be listed in TDP

2. Q: What is the contractual language to distinguish between minor and major RFVs?

Response: To assist in determining between minor and major RFVs, the USAF provides the below language:

Additionally, anytime an LAT test is failed will drive the corresponding RFV to be a Major.

3. Q: Since Lots are to be submitted and accepted in consecutive order in accordance with 4.4.1 (d) of PRF, will the USG commit to evaluating lots in consecutive order?

Response: The USG does evaluate lots in consecutive order, but maintains the right to withhold acceptance of any lots produced with a known failure mode.

4. Regarding case ejection testing in 4.5.1.3.1.1 of the PRF, the USAF is willing to evaluate alternate test methods, provided the contractor can show through data that the alternate test method provides identical scrutiny, accuracy, and repeatability.
