About this opportunity

The Department of the Air Force's 11th Contracting Squadron seeks quotations for a multiple-award Blanket Purchase Agreement providing commercial rental equipment, delivery, setup, operational support, emergency logistics, lodging coordination, and recovery services for National Special Security Events and contingency-driven special events, with quotations due August 28 at 2:00 p.m. Eastern Time.

The procurement is open market with no set-aside. The Air Force intends to establish approximately three to four qualified vendors across four capability categories under a five-year ordering period. Individual calls are capped at $750,000. Place of performance is Joint Base Anacostia-Bolling and federal sites within the National Capital Region, with potential support at other locations as mission needs dictate. The NAICS code is 561210 (Facilities Support Services) with a $47 million small business size standard.

The four capability categories are: Temporary Power, Climate Control, and Lighting (generators, HVAC, light towers, fuel, operators); Temporary Facilities and Site Infrastructure (tents, portable restrooms, barriers, flooring, site restoration); Emergency Logistics and Recovery (short-notice mobilization, logistics planning, evacuation, demobilization); and Lodging Coordination and Transportation (reservations, accommodations, transportation). Quoters must demonstrate eight minimum capabilities per category and submit up to three prior-experience examples. Required insurance includes Workers' Compensation at statutory limits, Comprehensive General Liability at $500,000 per occurrence, and Automobile Liability at $200,000 per accident.

Quotations must use the mandatory Microsoft Excel Attachment 1 proposal worksheet. Supplemental narrative is limited to 10 combined pages in PDF. Evaluation is on an acceptable/unacceptable basis across Technical Capability, Past Performance, and Price Reasonableness; all three must be acceptable for award. Year 1 ceiling rates are evaluated for reasonableness at award; subsequent-year pricing is established through competition among BPA holders or price analysis. HUBZone small business concerns receive a 10 percent price evaluation preference. Questions were due August 21. The solicitation uses commercial item simplified procedures under FAR Part 12 and RFO 12.201-1(e)(3).
