About this file
This is a Blanket Purchase Agreement (BPA) proposal worksheet template for Mission Support Services established by the Department of the Air Force Headquarters District Washington to support the Civil Engineer Squadron (CES). The BPA is a multiple-award, open-market vehicle designed to provide rapid access to commercial rental equipment, delivery, setup, operational support, emergency logistics, lodging coordination, and recovery services for National Special Security Events (NSSEs) and contingency-driven special events at government facilities and temporary locations.
The worksheet requires offerors to complete four capability categories: Category 1 (Temporary Power, Climate Control, and Lighting), Category 2 (Temporary Facilities and Site Infrastructure), Category 3 (Emergency Logistics and Recovery), and Category 4 (Lodging Coordination and Transportation). Offerors must demonstrate eight specific minimum capabilities per category, submit up to three prior-experience examples with supporting documentation, and provide pricing using their current published commercial rate lists as the pricing basis. The pricing schedule includes market-basket items such as generators (20-25 kW and 60-100 kW towable diesel), portable toilets, LED lighting towers, portable AC units, tents (20x40 and 40x80), barriers, operator/technician labor, delivery/mobilization fees, emergency surcharges, charter buses, and fuel costs. Year 1 ceiling rates are evaluated for price reasonableness at award, while pricing for Year 2 and beyond will be established through competition among BPA holders at the time of each call. The solicitation uses commercial item simplified procedures under FAR Part 12 authority.
