About this file

This is a Questions and Answers document for a Mission Support Services Blanket Purchase Agreement (BPA) solicitation issued by the Department of the Air Force Headquarters District Washington (Solicitation FA706026Q0028). The Q&A addresses 24 inquiries from prospective quoters regarding pricing structure, technical requirements, evaluation criteria, and operational logistics for the BPA establishment.

Key clarifications from the Q&A include: ceiling rates proposed at BPA establishment apply to Year 1 only and serve as the evaluation baseline; quoters must complete daily, weekly, and monthly rate columns for all priced items; fuel will be priced as documented cost-plus a not-to-exceed markup percentage; delivery/mobilization and emergency surcharges apply BPA-wide through standalone pricing rows rather than per-item columns; the Government intends to establish three to four qualified vendors total across all four capability categories (not per category); response time and mobilization standards will be defined in individual call RFQs rather than at the BPA level; Service Contract Labor Standards do not apply to the equipment rental-focused CLINs; required insurance includes Workers' Compensation at statutory limits, Comprehensive General Liability at $500,000 per occurrence, and Automobile Liability at $200,000 per accident, with certificates due before first call issuance; team members and subcontractors must be named with UEI/CAGE and supported by sourcing arrangement descriptions; quoters need not submit past-performance questionnaires but must provide customer contact information for Government outreach; supplemental narrative material is limited to 10 pages combined in PDF format; and the workbook will be amended to add Category 4 past-performance mapping columns and correct item-numbering errors in the Technical Capability tab.

Which document are you referencing?GOV RESPONSE
The RFQ requires not-to-exceed ceiling rates for a five-year ordering period but does not identify an economic price adjustment mechanism. Will the Government permit an annual ceiling-rate refresh, or accept ceiling rates indexed to a published index such as the BLS Producer Price Index for machinery and equipment rental and leasing? Absent an adjustment mechanism, quoters must build five years of escalation into year-one ceilings, which raises the aggregate market-basket total the Government uses as a price reasonableness indicator and reduces the Government's buying position in years three through five.Combined Synopsis/Solicitation, para 3.2 item 4 and para 4.4; PWS para 1.5Ceiling rates proposed at BPA establishment are for Year 1 and are the figure used to evaluate price reasonableness among competing quoters for award. They don't function as a cap beyond Year 1. Starting in Year 2, price reasonableness for each call is established through competition among the BPA holders, so quoters aren't locked into a rate that has to absorb five years of inflation risk. If a call doesn't draw adequate competition, the CO will document reasonableness through a standard price analysis instead. Fixed pricing remains the government's preferred approach under the current FAR, and this structure doesn't require a formal EPA clause.
The Pricing Schedule tab carries a "Pricing Basis" field at cell A4 that is blank, and each item row states a Unit of "Per Day" while the schedule also provides Daily Rate, Weekly Rate, and Monthly Rate columns. Please confirm whether quoters are required to complete all three rate columns for each item, or the daily column only. Additionally, delivery/mobilization appears both as a per-item column (column H) and as a standalone priced row (P-11, Per Event), and the emergency/after-hours surcharge appears both as a per-item column (column I) and as a standalone row (P-12, Percent). Please confirm which governs, or how the per-item and standalone entries are intended to interact, so quotations price the same structure and the market-basket comparison is even across quoters.Combined Synopsis/Solicitation, para 3.2 item 4; Attachment 1, Pricing Schedule tab, cell A4, columns E through I, rows P-11 and P-12We'll correct Attachment 1 by amendment. Quoters should complete all three rate columns (Daily, Weekly, Monthly) for every priced item - the "Per Day" unit just identifies the base pricing unit, it doesn't mean only that column gets filled in. On the duplication: we're removing the per-item columns H and I from the item rows and pricing delivery/mobilization and the emergency surcharge only through the standalone rows P-11 and P-12, which will apply BPA-wide.
PWS CLIN 0001 includes "fuel support, when required by an order." Please confirm how fuel is to be priced. Options include a not-to-exceed ceiling rate per gallon, a fixed handling or delivery markup applied to documented cost at the time of the call, or per-call quotation at then-current market. A fixed five-year ceiling rate on a commodity subject to material market movement requires a risk premium that does not serve the Government's interest.PWS para 1.2, CLIN 0001; Combined Synopsis/Solicitation, para 4.4We'll price fuel as documented cost at the time of the call plus a proposed not-to-exceed markup, quoted as a new row in the Pricing Schedule tab (Item ID P-15, Category 1, Unit: Percent). Attachment 1 will be amended to add it.
The Technical Capability tab contains two rows numbered Item ID 3.8. The first is assigned to Category 3 (demobilization, equipment recovery, and site-restoration capability) and the second to Category 4 (ability to book and coordinate transportation and temporary warehousing). Request the Government issue corrected Item IDs by amendment so quoter responses map unambiguously to the evaluated requirements.Attachment 1, Technical Capability tab, Items 3.8Confirmed - that's a numbering error. Row 30 (Category 3, demobilization/equipment recovery/site restoration) keeps Item ID 3.8. Row 31 (Category 4, transportation and warehousing coordination) should have been 4.1. We'll fix this in the amended workbook.
The Technical Capability tab carries a single minimum capability row for Category 4, while PWS CLIN 0004 identifies four distinct service areas: short-notice lodging availability and reservation coordination, accommodations for displaced personnel and responders, special events venue reservation and coordination, and transportation coordination and temporary warehousing. Please confirm whether the single row is intended to govern the full category, or whether the Government intends to add rows by amendment.Attachment 1, Technical Capability tab, Category 4; PWS para 1.2, CLIN 0004Agreed, one row isn't enough to cover all four CLIN 0004 service areas. We're adding three more Category 4 rows (4.2-4.4) covering short-notice lodging/reservation coordination, accommodations for displaced personnel, and special events venue coordination. Amended workbook to follow.
The PWS requires short-notice and no-notice mobilization but does not state a required response standard. Will the Government establish a BPA-level standard (for example, acknowledgment within a stated number of hours and equipment on site within a stated number of hours from call issuance), or will response time be defined in each individual call RFQ? The answer materially affects the standing posture quoters must price into ceiling rates.PWS para 1.2, CLIN 0003; Combined Synopsis/Solicitation, para 2.1There's no BPA level response time standard. Per PWS 1.8, response time and mobilization timeframe will be spelled out in each individual call RFQ based on that requirement's urgency. Address your general mobilization capability and surge posture in the Technical Capability tab; specific response commitments get quoted at the call level.
Please describe the installation access process that applies to contractor personnel, vehicles, and equipment at Joint Base Anacostia-Bolling for short-notice and no-notice calls. Specifically: the required credentialing process and its normal processing time, escort requirements for non-credentialed personnel and delivery drivers, gate clearance lead time for oversize equipment transport, and whether the Government provides expedited or surge access sponsorship during NSSE periods. Access lead time governs whether any stated response standard is physically achievable.PWS para 1.6; Combined Synopsis/Solicitation, para 2.2Contractor personnel and vehicles need access sponsorship coordinated by the requiring activity ahead of each call, non-credentialed personnel and delivery drivers can enter under escort, and oversize equipment needs advance coordination with SFS for gate clearance. During NSSE periods the requiring activity will coordinate expedited access and communicate it in the call RFQ.
To support realistic capacity planning and price reasonableness analysis, request the Government provide historical demand data for the requirements this BPA consolidates: annual obligated dollars and number of ordering actions by capability category for fiscal years 2024, 2025, and 2026 to date.Combined Synopsis/Solicitation, para 2.0; PWS para 1.1Historical spend data isn't available by category. Size your proposed capacity to the representative event types in PWS 1.3.
Paragraph 2.0 states the Government intends to establish BPAs with approximately three to four qualified vendors. Please confirm whether that count is three to four vendors in total across all four capability categories, or three to four vendors established in each capability category.Combined Synopsis/Solicitation, para 2.0The intent is three to four qualified vendors total across all capability categories, not three to four in each category.
Paragraph 2.1 states the Government may issue an ordering action combining two or more capability categories when an integrated response is required. For a combined-category call, will the Government solicit only those BPA holders determined acceptable in every category the call spans, or may a holder acceptable in a subset of the spanned categories quote the portion it holds?Combined Synopsis/Solicitation, para 2.1; PWS para 1.8For each call, the Government will obtain competition to the maximum extent practicable. Each BPA holder will submit a firm-fixed-price quote for the specific requirement.
Calls under CLINs 0001 and 0002 include delivery, installation, operation, servicing, teardown, and removal labor performed at Federal sites in the National Capital Region. Please confirm whether the Service Contract Labor Standards apply to labor-bearing calls under this BPA and, if so, identify the applicable wage determination and locality. Ceiling rates cannot be built to a correct labor basis without this determination.Attachment 4, Clauses and Provisions; PWS para 1.11The Service Contract Labor Standards statute does not apply to CLINs 0001 and 0002 as scoped, because their principal purpose is the rental of equipment and temporary structures, with delivery, installation, servicing, and removal incidental to that rental. Quoters should build ceiling rates on standard commercial labor rates. If a specific future call requires sustained on-site operator or technician staffing, the Government will make an SCLS determination for that call individually.
PWS paragraph 1.9 requires insurance at the FAR Part 28 minimum. Please confirm the specific coverage limits required for performance at Joint Base Anacostia-Bolling, and whether certificates of insurance are required at BPA establishment or at first call issuance.PWS para 1.9Workers' Compensation at statutory limits, Comprehensive General Liability at $500,000 per occurrence, and Automobile Liability at $200,000 per accident, consistent with RFO 28.307-2. Certificates aren't needed at BPA establishment; each awardee provides a current certificate before its first call. We'll update PWS 1.9 to state this.
Paragraph 4.2 states a quoter may satisfy a minimum capability requirement through an identified and credible team member, subcontractor, or commercial supplier network. Please confirm what constitutes adequate identification for evaluation purposes: named entities with UEI and CAGE, a description of the sourcing arrangement and demonstrated access, or a signed letter of commitment. Consistent treatment across quoters supports an even evaluation.Combined Synopsis/Solicitation, para 4.2To count as adequately identified, a team member, subcontractor, or supplier network has to be named (with UEI/CAGE if it's a registered federal contractor) and backed by a description of the sourcing arrangement and demonstrated access. A signed letter of commitment isn't required but can be submitted as support. Same standard applies to every quoter.
Paragraph 4.3 states the Government may obtain past-performance information from CPARS, customer references, and questionnaires. Please confirm whether quoters are required to submit past-performance questionnaires or customer reference contact information with the quotation, or whether the Government will initiate reference contact independently.Combined Synopsis/Solicitation, para 4.3; Attachment 1, Past Performance tabNo, quoters don't need to submit past-performance questionnaires with the quotation. You do need to provide the customer/organization name (UEI/CAGE if it's a registered federal contractor) and a point of contact (name, email, phone) in the Past Performance tab for each example, since we may reach out independently in addition to checking CPARS.
Paragraph 3.3 permits limited supplemental narrative material and continuation sheets. Please confirm whether a page limit applies to supplemental material, and the preferred file format for continuation sheets submitted alongside the native Excel workbook.Combined Synopsis/Solicitation, paras 3.1 and 3.3There's currently no stated page limit. We'll add one - 10 pages combined for supplemental narrative material and continuation sheets, submitted in PDF alongside the native Excel workbook, each sheet cross-referenced to the applicable tab/row/item. Para 3.3 will be updated by amendment.
The Past Performance tab provides category-mapping columns for Category 1 (column N), Category 2 (column O), and Category 3 (column P) only. There is no column to map a prior-experience example to Category 4, although paragraph 4.3 evaluates past performance per proposed capability category. Please confirm how a quoter proposing Category 4 should map an example to that category: an added column by amendment, a notation in the Scope Similarity Narrative (column R), or another method.Attachment 1, Past Performance tab, columns N through P; Combined Synopsis/Solicitation, para 4.3You're right, there's no Category 4 mapping column. We'll add one to the Past Performance tab in the amended workbook.
The Category Completeness Summary on the Technical Capability tab computes Category 4 status from range D24:D31, which spans seven Category 3 rows and the single Category 4 row, and tests for eight "Yes" responses. A quoter proposing Category 4 alone, or Category 4 with fewer than all Category 3 rows answered "Yes," will display "Incomplete" regardless of a complete Category 4 response. Request the Government confirm the summary formulas are informational only and will not be used to determine acceptability, or issue a corrected workbook by amendment.Attachment 1, Technical Capability tab, cell C37Confirmed, and to be clear: the Category Completeness Summary is an informational aid only - it's never used to determine acceptability. That's decided by reviewing the Offeror Response column directly against each applicable row. We'll still fix the C37 formula so it only references the Category 4 rows once the new 4.2-4.4 rows are added.
Is the work to be performed under this solicitation new or existing work?N/AThis is new work. There's no single incumbent contract or incumbent contractor for this requirement.
If this is existing work, can the Government please provide the name, contract number, and total contract value of the incumbent contractor?N/ANot applicable - see the response above.
Attachment 4 contains Offeror fill-ins. Can the Government please clarify whether Offerors should submit completed fill-ins as a stand-alone document or within one of the proposal documents described in RFQ Section 3.4?Attachment 4Attachment 4 - Clauses and Provisions is for informational purposes only; it does not need to be filled out.
The Attachment 1 Past Performance tab provides mapping fields for Category 1, Category 2, and Category 3 only. Please clarify how quoters proposing Category 4 should identify and map relevant past-performance examples. Will the Government revise Attachment 1 to add a Category 4 past performance field?Attachment 1Yes - see the earlier response on this same issue. We'll add a Category 4 mapping column to the Past Performance tab by amendment.
Please confirm whether the Organizational Conflict of Interest provision in Attachment 4 is intended to apply to this procurement. If it is applicable, please define the “system,” the systems-engineering/technical-direction activities contemplated under this BPA, and the scope and duration of the resulting future-business restrictions.Attachment 4The Organizational Conflict of Interest clause in Attachment 4 does not apply to this procurement.
For this BPA, when you send out a call to the BPA holders, will you be requesting updated pricing from each BPA holder for that particular request? Thanks! Have a great day!N/AYes. Per PWS 1.8, the Government will compete each call to the extent practicable, and each BPA holder submits a firm-fixed-price quote based on its then current commercial rates, capped at its established ceiling rates.
do we have to quote everything on the solicitation, or can we just quote what we can offer?N/AYou only need to propose the category or categories you can support. The intent is to obtain three to four qualified vendors total across all capability categories, not three to four in each category.
