1.4 Revolutionary FAR Overhaul (RFO) procedures apply to this acquisition, as applicable.
1.5 This acquisition is conducted using full and open competition.
1.6 The North American Industry Classification System (NAICS) code associated with this requirement is 561210.
1.7 The small business size standard associated with this NAICS code is $47 million.
1.8 The BPA ordering period shall be five years from the date of BPA establishment.
2.0 Requirement Information
The Civil Engineer Squadron (CES) requires a Blanket Purchase Agreement (BPA) to obtain commercial rental equipment, incidental purchase items, delivery, setup, operational support, mailto:joshua.ewing.2@us.af.mil emergency evacuation logistics support, lodging coordination, and recovery services in support of
National Special Security Events (NSSEs) and other contingency-driven special events. The objective is to establish multiple qualified sources that provide rapid access to local commercial vendors capable of supporting short-notice, high-visibility, and mission-essential event operations at Government facilities and temporary event locations.
This is a multiple-award, open-market BPA established under the authority of RFO 12.201-
1(e)(3), using commercial-item simplified procedures, and acquired under RFO Part 12.
Establishment of a BPA under this solicitation does not obligate funds or guarantee a minimum quantity or dollar value of work. The Government will obligate funds only through an authorized call, purchase order, or other binding ordering action issued under the resulting BPA and accepted as required by the applicable RFO procedures. The Government intends to establish BPAs with approximately three to four qualified vendors. The dollar limitation for each individual call or purchase under this BPA is $750,000.
2.1 Scope and Capability Categories
The resulting agreements will support temporary, emergency, contingency, event, displacement, and recovery requirements at Government-designated locations. Individual ordering actions will define the supplies and services, quantities, performance period, place of performance, delivery or mobilization schedule, CLIN structure, price, and other requirement-specific terms.
The Government may issue an ordering action for one category or combine two or more categories when an integrated response is required. See the Performance Work Statement (PWS) for additional details.

3.0 Instructions to Quoters
3.1 Mandatory Quotation Workbook
Attachment 1, Mission Support Services Proposal Worksheet is a mandatory quotation attachment.
Quoters shall complete and submit the workbook in its native Microsoft Excel format.
The workbook is the required submission vehicle for administrative information, capability-category selection, past performance, technical capability, and ceiling-rate pricing. A PDF copy may be submitted for convenience, but it does not replace the required native Excel workbook.
Quoters shall not alter Government-provided worksheet tabs, sheet names, formulas, protected cells, row or column structure, item descriptions, units of measure, or required fields, except where the workbook expressly permits quoter input. Quoters may use clearly labeled continuation sheets only when necessary. Each continuation sheet shall identify the quoter’s name and the related workbook tab, row, item, or field.
The Government may reject a quotation as unacceptable if it omits the required workbook, materially alters the workbook, omits a required response for a proposed category, or provides materially incomplete pricing.
3.2 Workbook Completion Requirements
Quoters shall complete the following Attachment 1 tabs:
1. Instructions Tab. Complete quoter information and capability-category selection. Select every proposed category and identify the performance method, primary team member or supplier, when applicable, and any material limitation or exception.
2. Past Performance/Prior Experience Tab. Provide no more than three recent and relevant examples. Examples may be evaluated cumulatively. Map each example to the capability category or categories supported and describe performance quality and results.
3. Technical Capability Tab. Complete every minimum-capability row for each proposed category.
A “Yes” response must be supported by a concise description and a workbook or proposal-page reference. Identify the performance method, resource or approach, backup or surge approach, and any limitation or exception.
4. Pricing Schedule Tab. Complete all applicable pricing rows for each proposed category.
Proposed prices are not-to-exceed ceiling rates.
3.3 Supplemental Material
Quoters may submit limited supplemental narrative material and supporting documentation only as necessary to explain a workbook response or substantiate a claim. Supplemental material must clearly cross-reference the applicable workbook tab and item.
3.4 Quotation Submission
Submit the complete quotation electronically to adriagny.russomanno@us.af.mil no later than 2:00 p.m. Eastern Time on 28 August 2026. The quoter is responsible for ensuring timely receipt.
Quotations must remain valid for 90 days after the quotation due date.
The quotation shall include:
• Completed Excel Attachment 1.
• Clearly cross-referenced continuation sheets or supporting documentation, if any.
• A signed cover letter identifying the solicitation number, legal business name, UEI, CAGE code, quoter address, point of contact, acceptance period, and acknowledgment of all amendments.
3.5 Questions
Questions must be entered on Attachment 3, RFI Mission Support Services BPA, and emailed to the Contract Specialist and Contracting Officer no later than 12:00 p.m. Eastern Time on 21
August 2026. The Government will post responses by amendment to this solicitation on 25 August
2026. Quoters will have an opportunity to review the responses before submitting quotations.
4.0 Evaluation Criteria
The Government intends to establish agreements with responsible quoters whose quotations conform to this RFQ, demonstrate technical capability for the proposed capability category or categories, reflect satisfactory past performance, and contain fair and reasonable ceiling rates.
The Government will evaluate the completed Attachment 1 Worksheet and clearly identified supporting attachments. Information outside the workbook that is not clearly cross-referenced may not be considered.
4.1 Evaluation Factors
The Government will evaluate quotations under the following factors:
1. Technical Capability
2. Past Performance
3. Price Reasonableness
All factors will be evaluated on an acceptable/unacceptable basis. To be eligible for BPA establishment in a proposed capability category, a quoter must be determined acceptable under
Technical Capability and Past Performance and must propose pricing determined fair and reasonable.
4.2 Factor 1 - Technical Capability
The Government will evaluate Technical Capability on an acceptable/unacceptable basis for each proposed capability category.
To be rated acceptable, the quoter shall complete the Technical Capability Tab of Attachment 1 and demonstrate compliance with every minimum capability requirement applicable to the proposed category. A quoter may satisfy a requirement through an identified and credible team member, subcontractor, or commercial supplier network.
The Government will consider, as applicable:
• Access to required equipment, facilities, personnel, suppliers, commercial inventory, or lodging capacity.
• Ability to deliver, install, operate, maintain, service, remove, coordinate, or otherwise perform the supplies and services within the proposed category.
• Safety, environmental, fuel-management, sanitation, site-access, and other operational controls.
• Backup, replacement, surge-capacity, and continuity-of-operations arrangements.
• The adequacy of stated limitations, exceptions, assumptions, and proposed mitigation measures.
A quoter that fails to demonstrate compliance with a material minimum capability requirement may be determined unacceptable for that category.
4.3 Factor 2 - Past Performance
The Government will evaluate Past Performance on an acceptable/unacceptable basis for each proposed capability category.
The quoter shall submit no more than three recent and relevant past-performance examples in the
Past Performance/Prior Experience Tab of Attachment 1. The Government may evaluate examples cumulatively and may consider the past performance of an identified team member, subcontractor, or supplier network when the quoter clearly identifies that entity’s role and commitment to support
BPA performance.
The Government will assess the relevance and quality of past performance, considering:
• Similarity of scope to the proposed capability category.
• Magnitude, complexity, and urgency of prior work.
• Mobilization, delivery, installation, staffing, logistics, recovery, lodging, or coordination requirements, as applicable.
• The quoter’s role and degree of responsibility for prior performance.
• Quality of performance, including timeliness, customer satisfaction, responsiveness, safety, and performance-problem resolution.
• Any other credible past-performance information available to the Government.
The Government may obtain and consider past-performance information from CPARS, customer references, questionnaires, the Contracting Officer’s knowledge or prior experience, publicly available information, and other reasonable sources.
A quoter without relevant past-performance history will not be evaluated favorably or unfavorably solely on that basis. However, the quoter remains responsible for demonstrating sufficient confidence that it can successfully perform the proposed category.
A quoter may be determined unacceptable when the Government identifies a record of unsatisfactory performance that creates substantial doubt regarding successful performance and that doubt is not resolved by the quoter.
4.4 Factor 3 - Price Reasonableness
The Government will evaluate BPA-level ceiling-rate pricing for completeness, reasonableness, and balance. The Government may use market research, commercial pricing, historical prices, price analysis, an independent Government estimate, a market basket, or other authorized price-analysis techniques.
The Government may consider a total evaluated market-basket price as one indicator of price reasonableness; however, BPA establishment will not be based solely on the lowest aggregate market-basket total.
The Government may determine pricing unacceptable when it is materially incomplete, unreasonable, unbalanced, inconsistent with the stated pricing basis, or insufficiently supported.
