About this file

This is a Performance Work Statement (PWS) for a multiple-award, open-market Blanket Purchase Agreement (BPA) issued by the Department of the Air Force's 11th Contracting Squadron at Joint Base Anacostia-Bolling, DC. The BPA establishes a commercial rental equipment and support services framework to support National Special Security Events (NSSEs) and other contingency-driven special events requiring rapid access to local commercial vendors.

The BPA encompasses four primary service categories: (1) Temporary Power, Climate Control, and Lighting—including generators, power distribution equipment, portable HVAC, light towers, fuel support, delivery, installation, operation, and maintenance; (2) Temporary Facilities and Site Infrastructure—including tents, shelters, portable restrooms, sanitation equipment, barriers, flooring, furnishings, delivery, installation, and site restoration; (3) Emergency Logistics and Recovery—including short-notice mobilization, logistics planning, coordination of commercial suppliers, and evacuation and demobilization support; and (4) Lodging Coordination and Transportation—including short-notice lodging reservations, accommodations for displaced personnel, venue coordination, and transportation services. The BPA is intended to support various event types including Presidential Inaugurations, military conferences, international summits, natural disasters, dorm infrastructure outages exceeding 24 hours, and morale events. The ordering period is five years from BPA establishment, with individual calls having their own performance periods and firm-fixed pricing. The Government will establish price reasonableness through competition among BPA holders during Year 1 using ceiling rates; thereafter, competition among BPA holders determines pricing for individual calls. The objective is to establish three or more qualified sources capable of providing safe, compliant, and serviceable equipment and services. Performance will occur primarily at Joint Base Anacostia-Bolling, military installations, and federal sites within the National Capital Region, though support may extend to other locations as needed. Contractors must maintain minimum insurance coverage including Workers' Compensation at statutory limits, Comprehensive General Liability of $500,000 per occurrence, and Automobile Liability of $200,000 per person and $500,000 per occurrence, with certificates of insurance required prior to first call performance. Quality assurance includes Government inspection and verification upon delivery for each call, with invoicing and acceptance processed through the Wide Area WorkFlow (WAWF) system and annual BPA reviews conducted by the Contracting Officer.

DEPARTMENT OF THE AIR FORCE

11TH CONTRACTING SQUADRON (AFDW)

JOINT BASE ANACOSTIA-BOLLING DC

PERFORMANCE WORK STATEMENT (PWS)

1. General Information

The Civil Engineer Squadron (CES) requires a Blanket Purchase Agreement (BPA) to obtain commercial rental equipment, incidental purchase items, delivery, setup, operational support, emergency evacuation logistics support, lodging coordination, and recovery services in support of National Special Security Events (NSSEs) and other contingency-driven special events. The objective is to establish multiple qualified sources that provide rapid access to local commercial vendors capable of supporting short-notice, high-visibility, and mission-essential event operations at government facilities and temporary event locations.

This is a multiple-award, open-market BPA established under the authority of RFO 12.201-1(e)(3), using commercial-item simplified procedures, and acquired under RFO Part 12.

1.1 Background

CES supports installation readiness, infrastructure sustainment, emergency response, and temporary facility requirements for planned and non-notice events. NSSE support often requires commercially available equipment and services that cannot be fully satisfied through organic inventory due to scale, timing, location, or mission-specific conditions. The BPA is intended to provide maximum flexibility for a wide range of temporary support requirements, including but not limited to power generation, climate control, sanitation, shelters, lighting, barriers, transportation-related rentals, emergency evacuation logistics support, and related event infrastructure. The 11th

Wing requires flexibility to effectively sustain installation mission support activities.

1.2 Scope of Services

The Contractor shall provide commercial rental equipment, incidental supplies, and related support services under the CLIN categories described below. Individual BPA calls may include one or more CLINs, as necessary to satisfy the specific event, contingency, installation-support, or temporary-facilities requirement. The Government will define the applicable requirement, quantities, delivery location, period of performance, performance standards, and any special conditions in the individual call RFQ. The examples below are representative and are not exhaustive. All equipment, supplies, and services ordered must be commercial in nature, within the scope of this BPA, and directly related to the stated call requirement. The contractor shall provide services for the 11th Wing units and mission partners with firm fixed prices established at the individual call level.

CLIN Category Equipment and Services

0001 Temporary Power, Climate

Control, and Lighting

• Generators in multiple capacities.

• Power-distribution equipment, cabling, panels, and related accessories.

• Portable HVAC and climate-control equipment.

• Light towers and temporary lighting.

• Fuel support, when required by an order.

• Delivery, installation, testing, operation, maintenance, repair, replacement, removal, and qualified operators or technicians.

0002 Temporary Facilities and Site

Infrastructure

• Tents, shelters, and temporary structures.

• Portable restrooms, handwashing stations, sanitation equipment, and associated servicing.

• Barriers, fencing, and crowd-control equipment.

• Temporary flooring, tables, chairs, furnishings, and related site infrastructure.

• Delivery, installation, inspection, servicing, teardown, removal, and site restoration.

0003 Emergency Logistics and

Recovery

• Short-notice emergency or contingency mobilization.

• Logistics planning, scheduling, staging, material handling, and on-site coordination.

• Coordination of commercial suppliers and subcontractors.

• Evacuation, relocation, recovery, demobilization, equipment recovery, and site-restoration support.

0004 Lodging Coordination and

Transportation

• Short-notice lodging availability and reservation coordination.

• Accommodations for displaced personnel, responders, or other

Government-authorized occupants.

• Special events venue reservation and coordination.

• Transportation coordination and temporary warehousing.

1.3 Potential Event Types

Support under this BPA may be required for NSSEs and other special events such as, but not limited to, the following:

● Official Government events designated or supported under lawful authority, including Presidential Inaugurations and significant Joint Sessions of Congress

● Military conferences and Conventions coordination.

● International events, including G-20 or G-7 Summits, United Nations General Assembly sessions, and other high-visibility mass gatherings.

● Natural disasters (such as hurricanes or flooding events) along the Anacostia River and Potomac River.

● Dorm infrastructure outages (HVAC/electrical/water) that last longer than 24 hours and cause the dislocation of service members from base lodgings.

● Morale events/family-focused gatherings.

The examples above are representative only and do not limit the Government's ability to use the BPA for other approved event support requirements. All requirements placed under this BPA must have a lawful funding source and fall within the scope of commercial rental equipment and incidental support services.

1.4 Objective

The objective of this BPA is to establish three or more qualified sources that can rapidly provide safe, compliant, and serviceable rental equipment and related support services in varying quantities and configurations. The BPA shall enable CES, the 11th Wing units, and mission partners to place streamlined calls for event-specific requirements.

1.5 Period of Performance

The BPA ordering period shall be five (5) years from the date of BPA establishment. Each call will have its own period of performance stated in the call. A BPA does not obligate funds; obligations occur only at the call level.

1.6 Place of Performance

Primary performance at Joint Base Anacostia-Bolling (JBAB), military installations, and federal sites within the

National Capital Region, but support may also be required at other locations as mission needs dictate.

1.7 Pricing Approach

The Government will determine price reasonableness using market research and adequate price competition among

BPA holders. Ceiling rates proposed at BPA establishment reflect Year 1 pricing and are the figure evaluated for price reasonableness among competing quoters at award; they do not apply as a cap beyond Year 1 of the ordering period. Beginning in Year 2, price reasonableness for individual calls is established through competition among the

BPA holders. Where a specific call does not receive adequate competition, the CO will document price reasonableness using an appropriate price analysis technique (e.g., comparison to established commercial pricing, an independent Government estimate, or other authorized methods).

1.8 Call Order Proposal Requirements

● Call issuance. The contracting officer (or authorized ordering official within stated dollar limits) will issue calls as

RFQs to BPA holders, specifying the requirement, place and period of performance, and response deadline.

● Competition and per-call pricing. The Government will compete each call to the extent practicable, and each BPA holder submits a firm-fixed-price quote based on its then current commercial rates, capped at its established ceiling rates for the first year.

1.9 Required Credentials

Contractor shall provide the appropriate number of qualified and trained employees necessary to execute each order.

The contractor shall provide manufacture warranties at a minimum of one year for any equipment purchased. Rented equipment serviceability is governed by the rental terms.

The Contractor shall maintain, at minimum, the following insurance coverage required by FAR Part 28: (1)

Workers' Compensation at statutory limits as required by applicable state law; (2) Comprehensive General Liability of $500,000 per occurrence; and (3) Automobile Liability of $200,000 per person, $500,000 per occurrence for bodily injury, and $20,000 per occurrence for property damage. A certificate of insurance is not required at BPA establishment; each awardee shall furnish a current certificate of insurance evidencing the required coverage prior to performance of its first call under the BPA.

1.10 Safety, Environmental, and Fire Protection

The Contractor shall comply with all applicable federal, state, installation, and local safety, environmental, fire protection, and occupational safety and health (OSH) requirements. Tent installations require coordination with the installation fire marshal; generators and fuel storage require spill prevention and environmental compliance.

1.11 Personnel, Licenses, and Labor Standards

This is a commercial item acquisition. Contractor personnel shall possess all licenses, certifications, and operator qualifications required to operate provided equipment.

1.12 Contract Administration

The Government performs surveillance and verification upon delivery for each call. Invoicing and acceptance will be processed via the Wide Area WorkFlow (WAWF) system. The CO will conduct an annual review of each BPA to assess use, pricing, and continued need.

2. Quality Assurance

The Government will inspect and verify delivery and performance upon completion of each call and document accepted deliverables. The CO will notify the Contractor in writing of any deficiencies and offer an opportunity for correction. Persistent or repeated substandard performance may result in corrective actions, suspension of future calls, or removal from the BPA, in accordance with the terms of the contract. The Government retains the right to reject nonconforming items or services.
