About this opportunity
The 105th Airlift Wing, Air National Guard, is soliciting quotations for preventive maintenance and oil testing on 22 pad-mounted electrical distribution transformers at Stewart Air National Guard Base in Newburgh, New York, with quotes due August 21, 2026, at 11:00 AM EST. This is a Total Small Business set-aside under NAICS 238210 (Electrical Contractors and Other Wiring Installation Contractors), with a size standard of $19 million.
Place of performance is Newburgh, New York. The contract period is 180 days with an estimated four to six site mobilizations. Work shall occur between 0730–1630 hours, Monday through Friday, excluding recognized US holidays and facility closures. Contractors must coordinate all power shutdowns with the Government during normal business hours; night and weekend work is not required. The Government will provide generators for critical facilities during specific shutdowns.
Contractor personnel performing medium-voltage equipment work must hold either ANSI/NETA Level III or IV Certified Technician status or NICET Level III or IV certification in Electrical Power Testing. All contractor employees must complete AT Level I training within 15 days and OPSEC training within 30 days of assignment. Personnel require badge registration for site access, with an estimated one-week processing timeline; three transformers in restricted areas require government-coordinated escorts.
The RFQ contains three line items priced per unit: (1) preventive maintenance testing on 22 transformers per the Performance Work Statement; (2) oil testing services with full laboratory results; and (3) closed-loop vacuum filtration for oil reclamation based on oil test results. The Government intends to award for the full quantities specified but reserves the right to award a lesser quantity based on funding availability. Unit prices for line item 0003 must remain firm and fixed regardless of quantity awarded.
Evaluation criteria are Price and Technical Capability. Quotations must include medium-voltage certifications. A mandatory site visit occurred August 11, 2026. Amendment 0001 extended the deadline to August 21 and required incorporation of Requests for Information 1–4. Offerors must acknowledge receipt of the amendment prior to quote submission.

The Government intends to award a contract for the full quantities specified in the solicitation. However, the Government reserves the right to award a lesser quantity than specified if it is determined to be in the Government's best interest. Any such reduction will be based on the availability of funds at the time of contract award.
The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
(i) Price
(ii) Technical Capability
The Government will conduct a price analysis of all quotes received. Through this technique, the Government will determine whether the price is reasonable, complete and realistic. Medium voltage certifications must be submitted with your quote to allow the government to determine technical merit. In addition, all subcontractors must be identified on page 2 of the attached Pricing Worksheet. Failure to provide this information along with acknowledgement of any amendments will render the quote non-responsive and will be removed from further award consideration. Award will be made to the lowest priced quote that provides sufficient explanation/documentation to demonstrate their ability to conform to the requirements of the PWS. Wage Determination No. 2015-4159, Revision 32 dated 05/13/2026 applies to this procurement. If there are any questions regarding this requirement, please contact Mr. Joseph Kugler by email: joseph.kugler.1@us.af.mil.
All offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their quote as prescribed under RFO FAR 4.203-1(b). Failure to be registered at time of quote submission may deem the offeror’s quote to be considered non-responsive and eliminated from any further award consideration. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
