About this file
This is a Questions and Answers document addressing clarifications for a federal transformer maintenance contract solicitation.
The Government seeks contractor services to perform preventive maintenance on multiple transformers, with work scope limited to testing, inspection, cleaning, torqueing, minor adjustments, silica-gel replacement, and limited oil top-off. Corrective work such as bushing replacement, gasket or leak repair, fan or pump replacement, and wiring repairs will be addressed under separate projects and separately priced. The contractor will conduct six estimated mobilizations, though the actual number will be determined based on the Performance Work Statement and pre-bid walkthrough. Closed-loop vacuum filtration and oil reclamation work should be included in the base unit price. The contractor bears responsibility for removal and disposal of regulated oils, including PCB-contaminated oil and manifesting requirements. Auxiliary-device and control testing applies only where transformers are equipped with applicable devices such as cooling fans, pumps, temperature alarms, pressure relays, bushing current transformers, breathers, and multiple tap positions. The contractor will coordinate medium-voltage switching, electrical clearance establishment, system grounding, and re-energization authorization with Central Hudson. Infrared scanning shall be performed before the outage with the Government ensuring sufficient system energization. Qualified personnel must hold either ANSI/NETA Level III or IV Certified Technician status or NICET Level III or IV certification in Electrical Power Testing. Additional transformer data, electrical one-line diagrams, and switching diagrams will be available during a pre-bid site walkthrough, as previous maintenance reports and historical oil-analysis data are currently unavailable.

1) Please provide available transformer nameplate data, electrical one-line diagrams, switching diagrams, previous maintenance reports, and historical oil-analysis results for the listed transformers?
There will be a pre-bid site walk in which additional information can be compiled including data plates and one-line diagrams. Previous maintenance reports and historical oil analysis are unavailable at this time.
2) Please confirm which party will perform the medium-voltage switching, establish the electrical clearance, apply system grounds, and authorize re-energization—the Government, Central Hudson, or the contractor?
The contractor will coordinate this with Central Hudson.
3) Please provide the anticipated outage duration for each transformer or transformer group. Please also confirm whether six mobilizations is the maximum included in the firm-fixed price and whether Government-caused additional mobilizations will be addressed through a contract modification?
6 mobilizations is the estimated amount, actual amount will be determined by the contractor based on the PWS and pre-bid walkthrough.
4) Please clarify whether the base scope includes only testing, inspection, cleaning, torqueing, minor adjustments, silica-gel replacement, and limited oil top-off. Please confirm whether oil-level-gauge installation or replacement, bushing replacement, gasket or leak repair, fan or pump replacement, wiring repairs, and other corrective work will be separately authorized and priced?
Confirmed, contractor will conduct only preventive maintenance tasks listed in the Performance Work Statement, repair actions, if any, will be addressed under a separate project.
5) Please define the conditions or laboratory results that would require closed-loop vacuum filtration or oil reclamation. Please confirm whether this work is included in the base unit price or will be separately authorized?
Work should be included in the base unit price.
6) If PCB contamination or another regulated oil condition is discovered, please clarify the contractor’s removal, disposal, manifesting, and financial responsibility?
It is the contractor’s responsibility to remove and dispose of oils as needed.
7) Please confirm that auxiliary-device and control testing—including cooling fans, pumps, temperature alarms, pressure relays, bushing CTs, breathers, and multiple tap positions—applies only where the transformer is equipped with the applicable device?
Confirmed.
8) Please confirm whether infrared scanning is to be performed before the outage or following re-energization and whether the Government will ensure sufficient operating load during the scan?
Before the outage, government will ensure energization.
9) Please identify the medium-voltage maintenance certifications that will be accepted as proof of qualification with the quotation?
ANSI/NETA Level III or IV Certified Technician status, OR NICET Level III or IV certification in Electrical Power Testing.
