About this file

This document is a Questions and Answers (Q&A) excerpt addressing contractor inquiries regarding transformer maintenance and site access requirements for work at Buckingham Airport.

Outage and Work Execution: Outage windows have no specific date limitations, with Mondays preferred for scheduling. Multiple transformers may be de-energized and maintained during a single outage event. Complete project execution during one mobilization is possible with proper coordination, contingent on outage timing and mission requirements. The contractor bears full responsibility for switching support during outages beyond coordination and access provision.

Personnel Access and Qualifications: All contractor personnel require badge registration for site access, with an estimated one-week processing timeline from application submission. No exemptions apply to personnel with previous Buckingham Airport credentials; new badge registrations are mandatory for all staff. Three transformers located in restricted areas require government-coordinated escorts for contractor access. Contractor badging permits unescorted work throughout the remainder of the base. All contractors performing medium voltage equipment work must maintain proper NETA IV qualifications throughout the contract performance period, with proof of qualifications submitted to the Contracting Officer with the quote.
