About this opportunity
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is seeking a Medical Review Officer (MRO) to provide professional medical review services for employee fitness examinations. The selected physician will independently review physical and mental fitness reports, make recommendations about returning employees to full duty, and potentially provide testimony for agency proceedings. The contract requires a qualified medical professional who can evaluate ATF employee medical records and provide expert recommendations to the agency's authorized official. ATF will use a Lowest-Price-Technically-Acceptable (LPTA) evaluation method, with technical factors including the offeror's professional qualifications and past performance. Quotation responses are due by 11:00am on December 3, 2024, and must be submitted via email to brian.palmer@atf.gov, with quotes remaining valid for 30 calendar days after submission.
The procurement is exclusively set aside for small businesses and will be executed as a single-award Blanket Purchase Agreement (BPA) with a not-to-exceed ceiling of $100,000 for the entire contract period. The performance timeline includes one base year from December 10, 2024, to December 9, 2025, with potential for up to four additional one-year option periods. The primary place of performance is Washington, DC 20226, though the MRO will primarily work from their own office with potential travel within the metropolitan area. Offerors must be registered and active in the System for Award Management (SAM) and will be limited to a 50-hour annual service cap across all BPA calls. The contract anticipates most medical reviews will take approximately 1-2 hours each, with the government tracking hours through invoice monitoring.
