About this file
This is a Questions and Answers document for solicitation 15A00025Q00000002 for Medical Review Officer Services for the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). The document clarifies three key points: 1) The 50-hour annual cap applies to all BPA Calls combined during the active Base or Option Year, with the cap resetting each Option Year, 2) No modifications to increase the cap are anticipated if hours are exhausted, as ATF has not used these services in the past 2.5 years, and 3) Hours will be tracked through invoice monitoring, with most reviews expected to take 1-2 hours each.
The related solicitation seeks a contract physician to serve as Medical Officer to review physical and mental fitness duty examinations of ATF employees and make return-to-duty recommendations. This is a small business set-aside using Lowest-Price-Technically-Acceptable (LPTA) evaluation criteria. Quotes are due by 11:00am on December 3rd, 2024 via email to brian.palmer@atf.gov and must be valid for 30 days.

Solicitation: 15A00025Q00000002 Questions and Answers
1. Whether the 50-hour annual cap is intended as the maximum billable hours for all services combined under the BPA or if it applies individually to each task outlined in the Performance Work Statement?
a. The 50-hour cap is the maximum billable hours for all BPA Calls combined during the active Base or Option Year. Each exercised Option Year resets the cap back to 50-hours.
2. If additional hours are required to meet operational needs, would there be an opportunity for an amendment or adjustment to the annual cap?
a. The ATF has not used these services in the past 2.5 years. Therefore, it is not anticipated the annual cap will be reached.
b. If the cap is reached, a modification is not anticipated, and no further BPA Calls will be issued until the next Option Year is exercised or a new BPA is put in place.
3. How is the allocation of these hours monitored and reported to ensure compliance with the terms of the BPA?
a. ATF will track hours by monitoring invoices.
b. We don’t expect more than 1 or 2 hours per review.
