About this file

This document is the Evaluation Criteria for a Request for Quote (RFQ) for Medical Review Officer Services. The Government will award a Single Award Blanket Purchase Agreement to the offeror whose quote is Lowest Price Technically Acceptable. Only the lowest priced quote will be reviewed for technical acceptability. The technical evaluation factors are: 1) Technical Capability - the offeror must provide a resume for an individual who meets the qualifications of a Medical Review Officer, and 2) Past Performance - the Government will evaluate the offeror's past performance to determine the likelihood of successful performance. For the price evaluation, if more than one quote is received, competition will determine price reasonableness; if only one quote is received, the Government will compare the quoted price to GSA Schedule prices. The Government intends to evaluate offers and award a contract without discussions, so the initial offer should represent the offeror's best terms. This requirement is set aside for small businesses and the solicitation number is 15A00025Q00000002.

EVALUATION FACTORS FOR AWARD

The Government will award a Single Award Blanket Purchase Agreement (BPA) resulting from this Request for Quote (RFQ) to the offeror whose Quote is Lowest Price Technically Acceptable (LPTA).

Only the lowest priced Quote will be reviewed for technical acceptability. If technical capabilities meet minimum requirements of the solicitation, award will be made to that offeror without further evaluation of the other Quotes received. If technical capabilities do not meet the minimum requirements of the solicitation, then the next lowest priced Quote will be evaluated for technical acceptability until a technically acceptable Quote is found.

Non-Price Factors:

· Factor 1: Technical Capability

The Government will evaluate the Technical Acceptability of the quote by verifying the offeror provided a resume for an individual(s) who meet the qualifications of a Medical Review Officer.

The Medical Review Officer must have a full unrestricted license from the state of practice and degree of doctor of medicine or equivalent in medicine or osteopathic medicine.

· Factor 2: Past Performance

The Government will evaluate an offeror's Past Performance to determine the extent to which their performance demonstrates the likelihood of successful performance in providing requirements similar in size, scope, and complexity of this solicitation.

If the offeror is without a record of relevant and recent past performance, it shall affirmatively state that it possesses no relevant and recent past performance. In such a situation, an offeror lacking relevant and recent past experience that fails to provide an affirmative declaration may be found to have failed to provide a solicitation requirement, the Government may reject their Quote.

In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered acceptable.

Price Factor:

· Factor 3: Price

If more than one Quote is received, competition will determine price reasonableness, and a price evaluation will not be completed.

If one Quote is received, price evaluation will proceed. The purpose of the price evaluation is to provide an assessment of the reasonableness of the submitted price in relation to the solicitation requirements.

Price will be evaluated based upon the following:

· Labor – Will evaluate labor categories, hours, and rates to verify they match the complexity of the requirement and meet market value for similar labor rates.

· Travel – Will be evaluated based on market pricing and GSA rates.

The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.

EVALUATION PROCEDURES

Acceptable/Unacceptable Rating

Offeror’s Technical Capability and Past Performance will be rated using an Acceptable/Unacceptable rating system.

Technical Capability

Adjectival Rating
Description
Acceptable
The Technical Capability of the Quote meets the requirements of the solicitation.
Unacceptable
The Technical Capability of the Quote does not meet the requirements of the solicitation.

Past Performance

Adjective
Definition / Description
Acceptable
Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
Unacceptable
Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

Price Analysis

If more than one Quote is received, competition will determine price reasonableness.

If one Quote is received, price evaluation will proceed by comparing quoted prices to GSA Schedule prices. Price evaluation is to provide an assessment of the reasonableness of the proposed price in relation to the solicitation requirements.

Price Evaluation: The total price will be evaluated by the Ordering Officer.
