About this opportunity
The Defense Health Agency seeks preventative maintenance services on four medical-grade reverse osmosis water purification systems at the 88th Medical Group, Wright-Patterson Air Force Base, Ohio, with quotes due July 20, 2026 at 9:00 AM EDT. This is a 100% Total Small Business Set-Aside under NAICS 811310 (size standard $12.5 million).
Place of performance is Wright-Patterson AFB, Ohio (4881 Sugar Maple Drive, Rooms BR19 and 3D04), with work performed Monday through Friday excluding federal holidays during standard operating hours. The contractor must provide all labor, supervision, tools, consumables (including water softening salt), and repair parts to maintain two main systems—a US Water Systems Defender HD Multi-use (Central Sterile) with six 3.5 CUFT deionization tanks and a Mar Cor Purification RO system (Hemodialysis main)—plus two AmeriWater Centurion portable units. Maintenance includes an initial system assessment within 30 days, weekly chemical sanitization and nightly loop heat-disinfection for the Mar Cor system, quarterly sanitization for the Defender system, semi-annual sanitization for portable units, quarterly inlet filter replacement, annual UV bulb replacement with intensity verification and endotoxin/carbon filter replacement, bi-annual product water trace elemental analyses, and bi-annual replacement of all six deionization tanks on the Defender system. All work must comply with AAMI healthcare water quality standards. Contractor personnel must demonstrate five years of corporate experience maintaining medical-grade RO systems under AAMI standards, maintain OEM warranties and software licensing compliance, and wear identification badges. Service Contract Act prevailing wage rates apply per Department of Labor Wage Determination No. 2015-4731 (Revision 29) for Greene, Miami, and Montgomery counties in Ohio.
The contract period runs July 31, 2026 through July 30, 2027 (base year), with four optional one-year extensions through July 30, 2031 and a potential six-month extension option. Pricing is firm-fixed with fully burdened monthly unit prices covering all CLINs. Award will be made on a Best Value Tradeoff basis, with Technical Capability and Past Performance combined weighted significantly higher than Price. Quotes must include Technical Capability (maximum 5 pages demonstrating five years of experience and qualified personnel), Past Performance (maximum three references within the last three years), and Price & Administrative information with active SAM.gov registration and completed pricing sheet. The incumbent contractor was AmeriWater, LLC under contract FA8601-21-P-0042, which expired in October 2025. Amendment 3 extended the quote deadline from July 15 to July 20, 2026 and incorporated FAR 52.222-90 (Addressing DEI Discrimination by Federal Contractors). Questions are due June 26, 2026.
