About this opportunity
The Department of the Air Force, Air Combat Command, through the 355th Contracting Squadron, intends to award a sole-source Blanket Purchase Agreement to Evoqua Water Technologies LLC (CAGE 72XB4) for continuous equipment rental, preventive maintenance, and service of an installed Industrial Wastewater Treatment System, with capability statements due Friday, 5 November 2026 at 1:00 PM MST. No set-aside is used. The Contracting Officer determined that only one source is reasonably available due to equipment ownership restrictions, the lack of third-party authorized distributors or servicers, market research results, and the costs and operational disruption of system replacement, but the Government retains discretion to compete the requirement based on responses received. Interested parties must submit a capability statement with clear and convincing evidence of their ability to support the requirement. The work supports paint booth operations for the 309th Aerospace Maintenance and Regeneration Group (AMARG) and includes preventive maintenance at least quarterly or as needed based on system usage per OEM specifications, verification of calibration for differential pressure gauges, flow controllers, switches, and electronic sensors, consumable filter replacements, resin tank exchange and regeneration, and certified hazardous waste transport. The current equipment is provided under a rental agreement and is not Government Furnished Property. The anticipated award date is 18 November 2026, with an ordering period of 1 December 2026 through 30 November 2031, for an amount not expected to exceed $70,000. The structured due date field reads November 6, 2027, which conflicts with the 5 November 2026 response deadline stated in the description and the attached presolicitation. Description of Supplies/Services:
The requirement includes continuous equipment rental, preventative maintenance (PM), and service of the installed Industrial Wastewater Treatment System supporting industrial operations of paint booths for the 309th Aerospace Maintenance and Regeneration Group (AMARG). This current equipment is provided under a rental agreement and not Government Furnished Property. The proposed contract action will include continuous equipment rental, quarterly preventive maintenance, consumable filter replacements, resin tank exchange/regeneration, and certified hazardous waste transport is required to ensure uninterrupted mission readiness, personnel safety, and regulatory
compliance.
The contractor will provide all necessary personnel, supervision, tools, materials, and equipment required to perform preventative maintenance and repair services as identified in the PWS and IAW OEM equipment rental and servicing standards. Services include but are not limited to
The scope of work includes the following tasks:
- Scheduled Maintenance: The contractor will perform on-site Preventive Maintenance (PM) actions on at least a quarterly basis or as needed based on system usage as specified by the original equipment manufacturer (OEM). This includes, at a minimum, verifying the calibration and proper operation of all differential pressure gauges, flow controllers, switches, and electronic sensors against Original Equipment Manufacturer (OEM) specifications. Replace the system’s pre-filtration media, replace ion exchange tanks, and ensure proper disposal of all Hazardous Materials IAW all applicable waste handling and disposal regulations.
- System Diagnostics and Repair: The contractor will conduct a complete diagnostic inspection of the system and all components to identify the cause of any operational defects. The contractor will execute all necessary repairs to restore the system to its original performance specifications.
This proposed Sole Source action will be awarded following the procedures at RFO 12.201-1(e)(3). The installed system is provided under a rental agreement, and all equipment remains the property of Evoqua Water Technologies LLC, the OEM. Evoqua has not identified any third-party authorized distributors or servicers of their equipment. Market research included internal Government sources and strategic sourcing vehicles; no suitable sources were identified.
Price evaluations found the cost associated with removal of the current system and installation/commissioning of a new system are not reasonably expected to be recovered through competition over the anticipated ordering period. Additionally, such transition efforts have the potential to disrupt paint booth operations, which could result in additional costs to the Government.
Based on these considerations, and the equipment ownership and servicing restrictions, the Contracting Officer has determined, as authorized at RFO 12.102(a), that only one source is reasonably available to provide continued rental and servicing of the installed system. Establishment of a Sole Source BPA with Evoqua Water Technologies, LLC represents the best value and is in the best interest of the Government.
This notice of intent is not a request for competitive quotations or proposals. However, interested parties may provide a capability statement with clear and convincing evidence identifying their ability to support this requirement as identified. Such parties must respond by Friday, 6 November 2026 by 1:00PM MST to Contracting Officer Patricia Murray at email: patricia.murray.6@us.af.mil or phone (520) 228-3095. Responses received will be evaluated; however, a determination by the Government not to compete the proposed action based upon responses is solely within the discretion of the Government.
