About this opportunity

The Defense Logistics Agency Troop Support Medical Supply Chain is seeking international commercial air cargo services through Solicitation SP4701-26-R-0004 (Medical Freight Transportation 2.0) for the transportation of medical freight shipments weighing over 300 pounds to destinations outside the Continental United States. The procurement is restricted to Commercial Airlift Review Board-approved, FAA-certified air carriers participating in the Civil Reserve Air Fleet (CRAF) program, as mandated by 10 USC 9516 and 49 USC 41106. Offerors must provide comprehensive time-definite, door-to-door pickup and delivery services, in-transit visibility, expedited customs processing, and government-approved third-party payment system participation for diverse shipment types including ambient, hazardous materials, refrigerated/cold chain, life-critical, oversized, and controlled narcotic cargo. The government will evaluate proposals using a best-value trade-off approach, with non-price factors (business proposal, technical proposal, and past performance) being significantly more important than price. Key deadlines include October 30, 2025 for submission of questions and November 20, 2025 at 12:00 PM EST for proposal submission.

This solicitation involves no set-aside designations and is available to all eligible CRAF carriers. A previous Medical Freight Transportation contract was awarded in February 2023 for heavyweight cargo transportation; however, no incumbent is specifically named in this new solicitation. The contract will be structured as multiple-award firm-fixed-price Indefinite Delivery/Indefinite Quantity (IDIQ) agreements with a base period from February 1, 2026 through January 31, 2027, followed by four 12-month option periods for a total potential five-year duration. Historical shipment data indicates significant volume requirements, with Germany representing the highest volume at 2,532 shipments totaling 3,527,943 pounds, and destinations spanning multiple geographic theaters including EUCOM, PACOM, CENTCOM, NORTHCOM, and AFRICOM. Performance requirements include transit times ranging from three to twelve business days depending on the destination and shipment type, with pickup origins from various Continental United States locations and deliveries to authorized Defense Logistics Agency users worldwide.
