About this opportunity

The Indian Health Service (IHS) Phoenix Area Office is soliciting off-site medical and dental coding, auditing, and data entry services to support compliance with CMS, Federal, State, and third-party payer requirements across multiple Service Units in the Phoenix Area. The requirement encompasses outpatient coding (estimated 165,000 annual encounters), inpatient coding (estimated 600 annual encounters), outpatient coding audits (estimated 4,520 annual encounters reviewed), and inpatient coding audits (estimated 80 annual encounters reviewed). Key requirements include completion of outpatient coding within four business days and inpatient coding within ten business days from date of service or discharge, maintenance of 95% accuracy standards, employment of credentialed staff certified by AAPC or AHIMA, and compliance with HIPAA and other federal healthcare regulations including HSPD-12 security requirements. Evaluation will prioritize technical capability and approach (including ability to meet timeliness and accuracy standards), relevant experience and past performance with IHS or large healthcare systems, quality control and compliance procedures, and pricing; all non-price factors combined are significantly more important than price. The solicitation deadline for quotations is April 10, 2026, with amendments having been made to allow time for review of the Questions and Answers document posted on April 8, 2026.

This acquisition is set-aside exclusively for Indian Small Business Economic Enterprises (ISBEEs) under the Buy Indian Act (25 U.S.C. 47) and HHSAR Subpart 326.6, with offerors required to submit a completed and signed Indian Economic Enterprise Representative Form to demonstrate eligibility. Up to two multiple-award Blanket Purchase Agreements (BPAs) will be awarded under FAR Part 12 as commercial services, with an anticipated five-year ordering period from May 1, 2026 through September 30, 2031 and firm-fixed-price unit rates per completed encounter. Pricing must be submitted separately in Excel format and must be valid for a minimum of 90 calendar days; quotations require a technical approach in searchable PDF format and must identify any assumptions impacting pricing such as minimum volume requirements or system access needs. Performance will occur across nine Service Units located in Phoenix, Arizona, Nevada, Utah, and California, with the Government providing no guarantee of minimum quantities, as actual volumes will be determined at the individual BPA call level. Successful contractors must establish VPN connectivity through IHS's Office of Information Technology, maintain confidentiality agreements as Business Associates under HIPAA, and submit invoices electronically through the U.S. Department of the Treasury's Invoice Processing Platform (IPP).
