About this file

This is a Pricing Schedule Template for a Multiple-Award Blanket Purchase Agreement (BPA) for Medical and Dental Coding, Auditing, and Data Entry Services issued by the Department of Health and Human Services, Indian Health Service (IHS), Phoenix Area Office under solicitation RFQ-26-PHX-021.

Offerors must submit firm-fixed unit prices per completed encounter for four service categories: Outpatient Coding (estimated 165,000 annual encounters), Inpatient Coding (estimated 600 encounters), Outpatient Coding Audit (estimated 4,520 encounters reviewed), and Inpatient Coding Audit (estimated 80 encounters reviewed). All pricing must be inclusive of labor, supervision, overhead, general and administrative expenses, and profit, with unit prices rounded to two decimal places. A "completed encounter" is defined as a single patient visit documented in the Government system (RPMS/EHR) that has been fully coded and marked complete. The template specifies that all cells must be workable and unlocked, and offerors must identify any pricing assumptions including minimum volume requirements, system access needs, and staffing model assumptions. Payment will be based only on actual completed encounters, with no invoicing permitted for incomplete or rejected work. The estimated quantities provided are for evaluation purposes only and do not guarantee minimum volumes; actual BPA call orders will specify the service unit, type of service, quantity of encounters, and period of performance. This acquisition is set-aside for Indian Small Business Economic Enterprises (ISBEEs) under the Buy Indian Act and is being conducted as a commercial services acquisition under FAR Part 12.
