About this file
This is a pricing schedule template for a Multiple-Award Blanket Purchase Agreement (BPA) for Medical and Dental Coding, Auditing, and Data Entry Services issued by the Department of Health and Human Services Indian Health Service (IHS) Phoenix Area Office. The BPA is set aside for Indian Small Business Economic Enterprises (ISBEEs) under the Buy Indian Act and is being acquired as commercial services under FAR Part 12. The anticipated BPA term does not exceed five years from the date of award, with up to two BPAs anticipated to be awarded.
Offerors must provide firm-fixed unit prices on a per-completed-encounter basis for four line items: Outpatient Coding (estimated 165,000 annual encounters), Inpatient Coding (estimated 600 annual encounters), Outpatient Coding Audit (estimated 4,520 annual encounters reviewed), and Inpatient Coding Audit (estimated 80 annual encounters reviewed). All pricing must be inclusive of labor, supervision, overhead, general and administrative expenses, and profit, rounded to two decimal places. A "completed encounter" is defined as a single patient visit documented in the Government system (RPMS/EHR) that has been fully coded and marked complete. The estimated quantities provided are for evaluation purposes only and do not establish guaranteed minimum amounts. Pricing for individual BPA calls will be based on awarded unit prices and will specify the service type, quantity of encounters, and period of performance. Payment is contingent on actual completed encounters, and contractors cannot invoice for incomplete or rejected work. Offerors must identify any assumptions impacting pricing, including minimum volume assumptions, system access requirements, and staffing model assumptions.
