About this opportunity
The National Institute of Standards and Technology (NIST) is seeking a contractor for a Mechanical Construction Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide mechanical construction products and services at their Gaithersburg, Maryland campus. The contractor will be responsible for various mechanical construction activities including installation, replacement, and modification of systems such as HVAC, plumbing, air handling units, control systems, utility metering, fire sprinklers, and laboratory equipment. Key requirements include demonstrating a per-contract bonding capacity of at least $2 million and aggregate bonding capacity of $8 million, along with experience in mechanical and multidiscipline laboratory construction. Proposals will be evaluated based on bonding capacity, technical approach, mechanical and multidiscipline laboratory experience, key personnel qualifications, and past performance, with technical factors being significantly more important than price. The solicitation deadline has been extended to August 25, 2025 at 10:00 a.m. ET, with pre-proposal conferences held on July 31, 2025 and an optional second site visit on August 11, 2025.
This opportunity is designated as a Total Small Business set-aside with no incumbent contractors identified in the documentation. The contract has a maximum value of $8 million over a three-year performance period, with the first task order involving replacement of an exhaust scrubber system in Building 215 that must be completed within a strict four-consecutive-day timeframe. All work will be performed at NIST's Gaithersburg, Maryland campus, which houses advanced measurement facilities including the Advanced Measurement Laboratory featuring precise environmental controls and specialized research spaces. The contractor must comply with stringent safety requirements, including NIST-specific fire protection and life safety standards, hazardous energy control procedures, and comprehensive safety and health plans.
