Q41: Is the new control panel hooked into any BAS system? If so, who is the controls contractor for the building?

Response to Q41: Yes, the new control panel of the ESS will be monitored (not controlled) by the BAS. The BAS will monitor the pH level (high and low binary readings). The controls contractor is:

Q42: Is the piping from the new 300 gal tank a tubing like what is currently in place or is the new installed piping to be a nominal size, 1/2”, 3/4” 1”?

Response to Q42: The pipe that the contractor installs shall be polypropylene, double walled, containment with heat tracing, insulation, and metal protection. Currently, tubing is in place routed through a PVC pipe (tubing is not recommended for the new installation).

We have documentation from a previous upgrade that indicates a pipe size of 1” x 2” double wall containment. Ultimately, however, the contractor is responsible to verify the pipe size.

Q43: Is the new 300 gal mixing tank to be placed in the same location as the existing 55 gal tank? If so, it is possible that the new tank will obstruct the existing light switch and receptacles based on the dimensions of the new tank.

Response to Q43: The chemical tank shall not obstruct the existing light switch. The shall identify the proposed location of the chemical tank in its proposal.

Q44: The existing tank does not have a water supply. The new tank is a mixing tank and requires water (3" inlet on top of tank). Can the contractor tie into the existing eyewash plumbing (domestic cold) for the mixing tank water supply?

Response to Q44: Yes.

Q45: One of the listed ESS subsystems is "freeze protection". Is this a component built into the new ESS or is this referencing the existing heat trace on the piping that contains the chemical solution tubing?

Response to Q45: The term “freeze protection” refers to the sump heater inside of the ESS and the heat tracing on the chemical piping.

Response to Q46: The contractor shall provide new piping.

Response to Q47: Vent to outside (atmosphere), drain to lab waste drain, o waste drain.

Q48: Can DDC work be performed during normal working hours (Monday following installation)?

Response to Q48: Yes, if it does not interrupt unrelated systems connected to the BAS.

Q49: With the 72-hour window to remove existing scrubber and the have new scrubber operational by the following Tuesday morning can you please verify how early work can begin Saturday morning? We anticipate Saturday as the day the crane and new equipment will be on site and the building will be empty per NIST requirements.

Response to Q49: That is at the discretion of the contractor.

Q50: Can most of the existing piping that extends from the scrubber to the building under the catwalk be reused? We would demo back as far as needed to properly connect the existing piping to the new scrubber.

Response to Q50: No, the contractor shall provide new piping.

Q51: Is there operational heat trace for freeze protection on the existing piping and can this be reused? Or should bidders plan on removing metal jacket and insulation on all existing piping to replace the heat trace?

Response to Q51: The contractor shall plan to remove all piping which includes the metal jacket and insulation on all existing piping to replace the piping, insulation and heat trace.

Q52: Will the existing chemical feed pump be reused or should bidders include a new chemical feed pump?

Response to Q52: Bidders should include a new chemical feed pump.

Q53: Are there any requirements regarding Citizenship to work at the NIST Campus?

Response to Q53: All contractor and subcontractor personnel must either be U.S. citizens or have a Permanent Resident Card) that allows them to live and work permanently in the United States.

Q54: During the site visit, we were informed that pictures of the jobsite would be shared.
