Addendum to FAR Provision 52.215-1
General Instructions To assure timely and equitable evaluation of proposals, Offerors should follow the instructions contained herein. Proposals must be complete, self-sufficient, and respond directly to the requirements set forth in solicitation. Offerors who fail to submit all required information per the instructions may be deemed non-responsive and may not be considered for award.
1. Submission of Proposals
a. The Government will only consider proposals that are submitted via email.
Offerors are required to submit their proposals electronically via email to the following addresses:
i. Julie.Morris@nist.gov and Joseph.Widdup@nist.gov
b. Offerors are required to use the following email subject line “Proposal Submission – Mechanical Construction IDIQ, 1333ND25RNB190009”.
c. Electronic submissions should adhere to the following guidelines:
i. Electronic copies should be submitted in Adobe PDF format.
ii. No password-protected, zipped, or self-extracting files shall be used.
iii. Files shall not be larger than twenty-five (25) Megabytes (MB). Twenty-five MB (including email content and all attachments) is the largest submission that can be received by the NIST through email.
d. Offerors are encouraged to confirm with the contract specialist that their submissions have been successfully received by them. It is the sole responsibility of the Offeror to ensure that electronically submitted proposals, revisions and/or modifications, reach the contract specialist by the time specified in the solicitation.
2. Proposals should consist of:

b. Table of Contents/List of Tables and Figures
i. Each proposal should include a Table of Contents that lists all sections with corresponding page numbers.
ii. Proposals should include a List of Tables and Figures as needed.
c. Page Formatting for Technical Volume
i. Proposals should be typed with a minimum one line spacing using 12-point size font on standard letter size paper (8.5”x11”), with 1” margins on all sides.
ii. Pages in each proposal should be numbered sequentially and consecutively.
iii. Offerors are encouraged to use either Times New Roman (preferred), Calibri, or Arial font.
iv. All pages except for schedules, tables, figures, charts and graphs, must use portrait orientation.
v. Schedule submissions may include tabloid paper size (11”x17”) pages.
d. Schedules, Charts, Tables, Figures, Graphs for Technical Volume
i. Schedules, charts, tables, figures and graphs should be labeled sequentially and titled.
ii. Font should be easily readable and no smaller than 8-point.
iii. Text may be wrapped around within schedules, charts, tables, figures and graphs.
e. Page Limitations for Technical Volume
i. Offerors shall adhere to the page limits stated for each Factor Section.
ii. Pages after the stated limits will not be evaluated by the Government.
Proposal Volume I Requirements
1. Contents of Volume I:
a. Factor 1 – Bonding Capacity
Page Limit – None
i. The offeror must submit a letter from their Surety that clearly indicates:
1) Per contract bonding capacity of at least $2,000,000; and,
2) Aggregate bonding capacity of at least $8,000,000.
ii. Surety must be certified by the U.S. Department of Treasury and licensed to operate in the state of Maryland.
b. Factor 2 – Technical Approach Page Limit – 6 pages

i. The Offeror shall provide an organizational chart that it intends to use to manage the contract and related task orders that it may be awarded. The organization chart shall identify all management personnel positions and all key personnel positions by the position title, the person’s name, and list the key responsibilities of the position. The chart should clearly identify the lines of authority between the entities.
ii. The Offeror shall provide a written narrative describing its approach to plan, organize, and execute for each the first task order to ensure successful completion of the work as described in the statement of work (SOW). The Offeror shall provide a written narrative for the first task order.
iii. The Offeror shall provide a project schedule for completing each the first task order with task durations including estimated lead times. The schedule shall show the duration of tasks in calendar days. The Offeror shall provide a project schedule for the first task order.
c. Factor 3 – Experience
i. Subfactor 3A – Mechanical Experience Page Limit – None
1. The Offeror shall identify no more than five projects that clearly demonstrate the offeror’s relevant experience in mechanical construction using Attachment #9 – Project Data Sheet for each project.
2. A recent and relevant project is defined for Subfactor 3A as:
a. Bid-build project completed within the previous five years from the closing date of this solicitation, exclusive of the warranty period.
b. Project total price / cost of $50,000 or greater.
c. Project performed in an operations (occupied) commercial, industrial, private university or Government building.
d. Work that the Offeror performed as either the prime contractor or as a significant subcontractor.
e. Each instance of the Offeror’s cited experience shall have at least one of the following elements for it to be considered relevant:
Installation or replacement of an air-handling unit that has a minimum airflow capacity of 2000 cubic feet per minute (cfm).
Plumbing fit-up for laboratory equipment.

Installation or replacement of DX air-handling systems with a minimum capacity of 24,000 British Thermal Units per hour (BTUH).
Installation or replacement of mechanical service generating equipment (i.e. air compressor, heat exchanger, boiler, chiller, etc.).
ii. Subfactor 3B – Multidiscipline Laboratory Experience
1. The offeror shall identify no more than five projects to demonstrate the Offeror’s recent and relevant experience in multidiscipline laboratory construction using Attachment #9 – Project Data Sheet for each project.
2. A recent and relevant project is defined for Subfactor 3B as having all of the following elements:
a. Project completed within the previous five years of the closing date of this solicitation, exclusive of the warranty period.
b. Project price / cost of $100,000 or greater.
c. Project performed in an operations (occupied) commercial, industrial, private university or Government laboratory.
i. A laboratory is defined as a place equipped for experimental study in a science or for testing and analysis of a research laboratory, OR a place providing opportunity for experimentation, observation, or practice in a field of study, OR a place for testing, experimentation, or practice of sciences, OR an academic place to learn hands-on about academic science.
1. High school and elementary school laboratories are not relevant.
2. Facilities that support a laboratory campus environment are not relevant.
d. The offeror must have performed the work either as the prime or as a significant subcontractor.
e. The offeror’s multidiscipline laboratory construction experience shall demonstrate at least six of the following elements for it to be considered relevant:
i. Fire Alarm modifications
ii. HVAC Ductwork modifications
iii. DDC Controls

iv. Piping or Plumbing
v. Pipe and/or Duct Insulation
vi. Electrical branch circuits and wiring devices
vii. Air and/or Water Balancing

d. Factor 4 – Key Personnel
Page Limit – 6 pages
i. The offeror shall submit a resume for each key person using the Attachment #8 – Key Personnel Resume Form.
1. Projects completed by the individual as related to the key personnel position shall be similar in scope to the requirements of this solicitation as described in the SOW.
ii. Key Personnel shall include a Project Manager and Field Supervisor.
1. The Project Manager shall have at least seven years’ experience managing mechanical construction projects of similar scope to requirements of this solicitation as described in the SOW.
2. The Field Supervisor shall have at least five years’ experience supervising mechanical construction projects of similar scope to requirements of this solicitation as described in the SOW.
e. Factor 5 – Past Performance
i. The offeror should provide past performance information for relevant bid-build mechanical construction projects valued at $750,000 or more that were completed within the past 5 years or are still being performed. This should include projects valued at $750,000 or more that the offeror described in its Factor 3 – Experience submission.
ii. If the project was completed as part of a Federal Government contract, the
Offeror shall provide the contract number and, if applicable, order number.
iii. If no completed CPARS report is available, the Offeror should complete
Attachment 10 – Past Performance Questionnaire. Each completed Attachment 10 shall be completed and signed by the customer identified for the project.

Proposal Volume 2 Requirements
Volume 2 Proposals should be clearly labeled and separated into the following sections:
a. Completed Offer (SF-1442)
b. Breakdown of Proposed Prices to the lowest possible level
c. Bid Bond (for first task order)
Offerors shall include the following information for each identified Section:
a. Offer:
i. The offeror shall include a completed and signed copy of the SF-1442.
The person signing the SF-1442 shall have authority to commit the offeror to the terms and conditions set forth in this solicitation.
ii. Offeror acknowledgment of amendments to the solicitation.
b. Detailed Price Breakdown for First Task Order:
i. The offeror should provide a detailed price breakdown to the lowest possible level for the first task order showing, at a minimum, the following:
1) Salary/wage information with associated payroll expenses, for personnel proposed to be used in performance of the task order.
2) Cost for equipment (boilers, purchase and temporary rental), supplies, and consumable materials.
3) A breakout of all subcontract costs (show separate totals for each subcontract).
4) A breakout of related support costs, such as equipment maintenance, rental, transportation, etc.
5) Profit.
c. Bid Bond:
i. The offeror shall provide a Bid Bond in accordance with FAR 52.228-1, Bid Guarantee, for the first task order. The amount of the Bid Bond shall be equal to 20% of the Offeror’s total proposed price for the first task order. This will also be requirement for subsequent task orders.

ii. Bid Bonds must be issued by a Surety certified by the U.S. Department of Treasury and licensed to operate in the state of Maryland.
d. Completed Solicitation Section:
i. The offeror shall provide a completed copy of solicitation Section K.
Preproposal Conference and Site Visit
A preproposal conference and site visit for this acquisition are scheduled for Thursday, July 31, 2025, at 2:00 p.m. ET. Offerors are strongly encouraged to send at least one, but no more than three, persons attend. For each person that the offeror would like to attend, the offeror is requested to send an email no later than July 25, 2025 to julie.morris@nist.gov, with a courtesy copy to joseph.widdup@nist.gov, and provide the following information for each of the up to three persons who the offeror wishes to be invited to attend:
1. Person’s full legal name (first name, middle name, last name)
2. Company name of the person’s current employer
3. The person’s work email address
4. The country name of the person’s current country of citizenship.
Those persons would then receive additional instructions by email regarding how to attend the preproposal conference and site visit
The preproposal conference in Building 217, Room H107, followed by a guided site visit.
Please allow approximately 90 minutes for the entire session.
Each person that goes on the site visit must bring personal protective equipment with them, including, at a minimum, a hard hat, glasses or goggles, and closed toed shoes.

NIST will develop written responses to questions and will amend the solicitation a soon as possible after they are received to provide the questions and responses. The amendment with the questions and answers will not identify the source that submitted the question.

M.1 Evaluation Factors for Award

In accordance with FAR Part 16.5, the Government intends to award one or more IDIQ contracts to the Offeror(s) whose proposals are determined to represent the best value to the Government, evaluated price and other factors considered.
The Government will evaluate each offer based on the factors identified below. Price will be evaluated but not scored. Factors 1 through 6 below are listed in descending order of importance:
Factor 1 – Bonding (Pass/Fail)
Factor 2 – Technical Approach Factor 3 – Experience Subfactor 3A – Mechanical Experience Subfactor 3B – Multidiscipline Experience Factor 4 – Key Personnel Factor 5 – Past Performance Factor 6 – Evaluated Price
Factors 1 through 5, when combined, are significantly more important than Factor 6. As the difference in technical factor ratings and relative advantages and disadvantages become less distinctive, the difference in price may become increasingly important in determining the most advantageous proposal.
Offerors shall adhere to the page limits stated for each Factor Section. Pages after the stated limits will not be evaluated by the Government.
Proposals will be evaluated as follows:
1. Evaluation of Factor 1 – Bonding (Pass/Fail) The Government will evaluate Factor 1 by reviewing submissions and assigning a rating of either “pass” or “fail”. A proposal that receives a rating of “fail” for Factor 1 will not be evaluated any further and will not be considered for award. To receive a rating of “pass”, a proposal must:
i. Include a letter from the Offeror’s Surety clearly indicating:
Per contract bonding capacity of at least $2,000,000;
and, Aggregate bonding capacity of at least $8,000,000.
ii. The identified surety must be certified by the U.S. Department of Treasury and licensed to operate in the state of Maryland.
2. Evaluation of Factors 2, 3, 4 and 5
The Government will evaluate Factors 2, 3, 4, 5 and 6 for proposals that receive a rating of “pass” for Factor 1. Factors 2, 3, 4, and 5 shall be evaluated using the following rating methodology:

a. Factor 2 – Technical Approach The Government will evaluate an Offeror’s Technical Approach to assess the Offeror’s ability to meet solicitation requirements as described in the statement of work (SOW) and execute task orders that may be awarded under the contract. This is a subjective evaluation.
i. The Government will evaluate the clarity and adequacy of the Offeror's organizational chart to manage the contract and task orders.
ii. The Government will evaluate the adequacy of the Offeror’s written approach to plan, organize, and execute for each the first task order.
The approach will be evaluated based on the level of involvement the contractor proposes to have in the management, oversight, control, and coordination of the work performed by its proposed subcontractors.
iii. The Government will evaluate the efficacy of the proposed Project Schedule for the first task order. This will include evaluating proposed estimated lead times, key milestones, and total project schedule as an indication of the Offeror’s understanding of the scope, submittal schedules, equipment procurement and delivery, installation, and key milestones.
b. Factor 3 – Experience
The Government will evaluate the adequacy of the Offeror’s demonstrated experience for relevant projects that were completed within the previous five years or are currently being performed.
i. Subfactor 3A – Mechanical Experience The Government will evaluate the adequacy of the Offeror’s mechanical experience. The Government will evaluate a maximum of five experience citations for Subfactor 3A. If more than five projects are identified in the proposal, only the first five will be evaluated. The Government will not consider or evaluate any experience for any projects which are not submitted using the Attachment #9 – Project Data Sheet.
ii. Subfactor 3B – Multidiscipline Laboratory Experience The Government will evaluate the adequacy of the Offeror’s multidiscipline laboratory experience. The Government will evaluate a maximum of five experience citations for Subfactor 3B. If more than five projects are identified in the proposal, only the first five will be evaluated. The Government will not consider or evaluate experience for any projects which are not identified using the Attachment #9 – Project Data Sheet.
c. Factor 4 – Key Personnel:

The Government will evaluate the adequacy of the Offeror’s proposed key personnel qualifications, as provided by the Offeror in completed Attachment 8 forms, to assess their capability to successfully complete requirements of the contract and related task orders, as described in the SOW.
d. Factor 5 – Past Performance (i)Past performance information is one indicator of an Offeror’s ability to perform the contract successfully. The currency and relevance of the information, source of the information, context of the data, and general trends in contractor’s performance shall be considered. This comparative assessment of past performance information is separate from the responsibility determination required under FAR Subpart 9.1.
(ii)The Government will consider information the Offeror provides in its proposal regarding problems encountered on the identified contracts and the Offeror’s corrective actions that it indicated that it took. The Government will also consider information obtained from any other sources when evaluating the Offeror’s past performance. The source selection authority shall determine the relevance of similar past performance information.
(iii)The evaluation may take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the acquisition.
(iv)In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror will not be evaluated favorably or unfavorably on past performance.
(vi) For Offerors that are proposing as a joint venture, the evaluation will take into account past performance of the joint venture. If the joint venture does not demonstrate relevant past performance, the contracting officer will consider the past performance of each party to the joint venture.
3. Evaluation of Price Proposals
The price is evaluated but not rated. The price for the first task order will be evaluated to determine whether the total evaluated price is complete, fair and reasonable, and consistent with the technical approach. The Government will determine the evaluated price based on the total price proposed for each task order. The evaluated price will be determined by adding the price of all contract line items for that task order to derive the evaluated price for the proposal for source selection purposes.
