About this opportunity
The Bureau of Alcohol, Tobacco, Firearms and Explosives seeks preventative maintenance and support services for Leica microscopes across three laboratory facilities, with quotes due September 14, 2026. Amendment 0001, issued September 10, extended the deadline from September 14 and converted the procurement from a 100% small business set-aside to full and open competition.
Place of performance includes FSL-W (Firearms and Toolmark Laboratory West) and FSL-A (Firearms and Toolmark Laboratory A) in Washington, DC, and NFEA Beltsville (National Firearms Examination and Identification Facility) in Beltsville, Maryland, with optional expansion to FCGIL (Forensic Crime Gun Intelligence Laboratory) in Wichita, Kansas during option years 2–4. The procurement covers 57 Leica microscopes including FS-C, FS-M, M60, M125, MZ6, and DM2700P models. Two service tiers are available: Standard Care comprises one annual preventative maintenance visit, priority onsite response, unlimited customer support, and 10% parts discount; Premium Care includes one annual preventative maintenance visit, priority 3-day onsite response, 2-hour hotline response, unlimited parts replacement, and all labor and travel included with Leica-certified technicians. Pricing must include travel costs with two technicians at Beltsville, one at Atlanta, and two at Wichita (option years 2–4).
The RFQ will result in up to two firm fixed-price contract awards determined by Lowest Price Technically Acceptable evaluation: one for FSL-W and one combining NFEA Beltsville and FSL-A. The base period runs September 30, 2026 through September 29, 2027, with four one-year unexercised options through September 29, 2031. NAICS code is 811210. Questions are due by 1000 EST September 8.
