This Award Notice announces a solicitation from the United States Marine Corps for an indefinite delivery, indefinite quantity contract to provide end-to-end logistics support services for the Marine Corps Prepositioning Program at the Blount Island Command in Jacksonville, Florida, valued at over $150 million over a five year period from December 2018 to November 2023. Services include management, maintenance, and operation of over 36 million pieces of prepositioned equipment and supplies aboard Maritime Prepositioning Ships, in Norway, and Kuwait to support Marine combat units.

This amendment provides revised attachment C.1-8 and C.1-9, which was originally included in the SOW attachments (Attachment 6). This amendment also provides MCO P11240.106B and MCO P11240.106C(Draft), which was not originally included, but becomes a part of the Technical Library (Attachment 1). The attachments provided herein will replace all previous versions.

The Blount Island Command, Jacksonville FL, has a requirement for end to end management and operation of logistical support services in execution of the Marine Corps Prepositioning Program (MCPP) at Blound Island Command, Jacksonville FL 32226.
It is the Government's intention to issue a Single Award indefinite delivery, indefinite quantity contract. The Government will solicit and award this contract using Federal Acquisition Regulations (FAR) Part 15 procedures. The Government expects to obtain the best value under this negotiated acquisition by conducting a tradeoff evaluation, which may lead to award to other than the lowest priced offeror or other than the highest technically rated offeror. Award will be issued on an all or none basis.
In conjunction with this synopsis, a draft RFP is being issued to identify potential sources and solicit feedback from industry. All comments and questions are due by 5:00 EDT 19 March 2018, and shall be submitted electronically to nicholas.vonbargen@usmc.mil.
No Attachments or technical library will be provided with the Draft RFP.
The solicitation, (No. M67004-18-R-0014) will be posted on or about 26 March 2018 and made available on the Federal Business Opportunities (FBO) web site at https://www.fbo.gov. It is the responsibility of the offeror to continually view the website for the solicitation and any amendments. Contractors interested in doing business with the Government must be registered with the SAM website accessed through https://www.acquisition.gov.
