About this opportunity

The Department of the Army Materiel Command Army Contracting Command is soliciting proposals for maintenance services of the Pre-Positioned Training Fleet (PTF) equipment located in Germany under solicitation W912PB-26-R-A026. The contract requires a non-personal services contractor to provide comprehensive field-level maintenance and administrative support for approximately 630 pieces of equipment, including up to 320 tactical vehicles, 140 non-tactical vehicles, 16 forklifts, 13 military trailers, 260 portable heaters, 50 generators, and associated equipment. Key requirements include maintaining a 90% Fully Mission Capable rate for all equipment categories, completing unscheduled maintenance within four hours or providing substitutes, employing a Project Manager with at least three years of maintenance project management experience and two years of GCSS-Army experience, and complying with U.S., German, and local regulations. The government will evaluate proposals on a Lowest Price Technically Acceptable (LPTA) basis using three technical factors: the Property Management Plan, Offeror Experience (demonstrating at least $500,000 annually in fleet maintenance contracts over the past five years), and Subcontracting information, along with Supplier Performance Risk System ratings. Proposals are due on March 25, 2026 at 11:00 AM Central European Time, with two amendments issued clarifying industry questions and correcting a typographical error in estimated quantities.

This is a Women-Owned Small Business (WOSB) set-aside under NAICS code 811121 with a small business size standard of $811,121 annually. The contract is structured as a Requirements contract with a base period of 11.5 months beginning April 9, 2026 and ending April 8, 2027, followed by two optional one-year renewal periods. The base contract includes five contract line items: a 15-day phase-in period, PTF maintenance services for 11.5 months, 417 surge labor hours, cost-reimbursable travel not to exceed $15,000 (or EUR 13,954.50), and 3,000 pass-back maintenance labor hours. Work will be performed at Hohenfels and Grafenwoehr in Germany with standard support hours of 0600-1800 Monday through Friday, extending to 24 hours daily during scheduled exercises throughout the year. All invoicing must be processed through the Wide Area WorkFlow (WAWF) system, pricing may be submitted in either U.S. dollars or euros at an FY26 conversion rate of 0.9303, and contractors must comply with German tax relief provisions by submitting IRS Form W-14.
