About this file
This is a Standard Form 30 Amendment of Solicitation/Modification of Contract issued on March 23, 2026, by the U.S. Army Corps of Engineers (0409 AQ HQ) for solicitation W912PB26RA026. The amendment is not extending the closing date and requires contractor acknowledgment prior to offer submission. The amendment addresses responses to eighteen industry questions regarding contract execution, pricing, equipment status, and maintenance requirements.
Key clarifications provided include: the 1.07 USD/EUR exchange rate applies solely for evaluation purposes, with contractors assuming all currency exchange risk under the firm-fixed-price contract structure; the Government will not provide incumbent employee data or confirm applicability of German labor laws (Section 613a BGB); construction equipment fleet will be in mixed readiness status at award, not fully mission capable; pass-back maintenance vehicles constitute a separate, directed requirement with additional compensation and are excluded from Operational Readiness Rate calculations; estimated workload data totals 153,442 hours (excluding 3,000 pass-back maintenance hours annually), with increases driven by requirement to base manning on maximum authorized Non-Tactical Vehicle fleet size of 140 vehicles; no equitable adjustments will be provided for currency fluctuations or pass-back maintenance impacts on primary fleet readiness; and the contractor must maintain 90% Operational Readiness Rate for the organic fleet concurrent with executing pass-back maintenance support.

Answer to Industry Questions
No. Industry Questions Government's Response
1 The Government-provided pricing template includes a scenario in which offerors may develop pricing in EUR that is then converted to USD using a fixed exchange rate of 1.07 USD/EUR for evaluation purposes. The solicitation also requires that final pricing be submitted in USD and states that no equitable adjustments will be permitted. Is the 1.07 USD /EUR exchange rate used strictly for evaluation purposes, or does it have any applicability during contract performance?
The exchange rate provided in the solicitation is for evaluation purposes only. It is used to ensure a fair and common baseline for comparing all proposals that are submitted in EUR. Factor 3 Price states: "Offerors shall enter the total price in U.S. Dollars ($) or any other European Country Currency, i. e. Euros () for each line item."
2 Given that current market exchange rates differ significantly (approximately 8-10%) from the Government-provided rate of
1.07 USD/EUR in the Excel
pricing sheet, can the Government confirm that all exchange rate risk between
The Government confirms that the offeror's final proposed price shall be in U.S. Dollars. As this will be a firm-fixed-price contract, the contractor assumes all risks, including any risk associated with currency exchange rate fluctuations, for the entire period of performance. As stated in the
W912PB26RA0260001
EUR and USD for the entire period of performance is solely the responsibility of the contractor, with no provision for adjustment, relief, or consideration under any circumstances?
solicitation, the final price is not subject to any equitable adjustment for currency fluctuation.
3 Given that current market exchange rates differ significantly (approximately 8-10%) from the Government-provided rate of
1.07 USD/EUR in the Excel
pricing sheet. Can the Government provide the basis or methodology used to establish the 1.07 USD /EUR exchange rate for evaluation purposes, given that current market exchange rates differ substantially and that this level has not been consistently observed since approximately mid-2023?
The exchange rate of 1.07 USD /EUR is established for evaluation purposes only to provide a standardized method for comparing offers. The Government will not be changing the evaluation exchange rate and will not be providing additional information on the basis for which it was established.
4 Please confirm whether German labor laws governing business transfers and automatic employee assignment (Section 613a of the German Civil Code (BGB)) apply to this contract.
If so:
Will the successful offeror be required to offer employment to incumbent personnel?
The Government will not be providing incumbent employee data.
Will existing wages, benefits, and seniority be required to be maintained?
Will the Government provide incumbent employee data to support proposal development?
5 Attachment 1 PWS, Section 1.2
Enclosure 4 Density List. Is all the construction equipment listed in Enclosure 4 expected to be FMC at time of award?
A TAC Rotation is currently ongoing. As a direct result of this operational use, it is anticipated that upon completion of the rotation, some equipment will be returned in FMC status, while other items will be Not Mission Capable (NMC) and will require maintenance. Therefore, the expectation should be that the fleet will be in a mixed state of readiness at award.
6 Attachment 1 PWS, Section 1.2
Enclosure 4 Density List.
Will the Government allow a dispensation for the contractor to validate the status of equipment/vehicles in Enclosure 4 without penalty on PTF organic
ORR?
The USG is not able to answer this question since it could pertain to general operations, pass-back maintenance, JMRC rotations, or contract start.
7 Attachment 1 PWS, Section 5.1, 5.2.11. Related to the pass-back maintenance vehicles, are these vehicles to be incorporated into the
The pass-back maintenance vehicles are not to be incorporated into the PTF fleet for the purpose of calculating Operational Readiness (OR) rates.
PTF fleet for purposes of calculating OR rates or will the PTF contract simply service/maintain them as required?
These vehicles are a separate, pass-back maintenance support task. The PTF fleet is a distinct entity with its own Primary Hand receipt (PHR), and its OR rates will be calculated exclusive of any pass-back maintenance vehicles.
8 Enclosure 4 Density List. Are the 2 listed M978A4WOW listed under Engineer fleet, fuelers that require the same specialist maintenance as the 6 vehicles listed under the Fueler section. If so, what fuel type are they?
Yes, the two M978A4WOWs listed under the Engineer fleet are fuelers and require the same specialist maintenance as the six vehicles listed under the Fueler section.
The total PTF fueler fleet will consist then of eight (8) vehicles:
three (3) configured for JP8 and five (5) for DF2. The two fuelers in question will be used to support Engineer/TAC Rotations. Please note that while the fuel type configuration is not expected to change frequently, it may be adjusted in the long term based on mission requirements.
9 Attachment 1 PWS, Section
5.2.3.1. What is the
expected ORR for each individual vehicle and equipment list at start of contract? If this is initially below 90% what allowance will be made to the contractor to bring the fleets to the required AQLs?
It is important to clarify that the Acceptable Quality Levels (AQLs), including the 90% Operational Readiness Rate (ORR), are measured and evaluated based on the requirements for scheduled JMRC rotations, not as a standalone requirement on the first day of the contract. While a JMRC rotation is scheduled to occur during the planned contract start date, the contractor's performance against the required AQLs will be assessed in the context of preparing for and supporting that rotation. There is no separate allowance mechanism for the contract start itself.
10 Enclosure 3 GFP Module.
Should the heavy equipment, particularly the listed D7G/DV100 require recovery, what available assets will be used to facilitate this according to the GFP enclosure?
The process is identical to the process for the PTF Busses recovery.
11 Enclosure 4 Density List.
What support tasks will be required to be provided to 7th
Army Training Command live training platform events if more than 50% of the PTF fleet is engaged in JMRC support operations and can the Government explain what LTP events are?
If the question is about a conflict of priorities between overlapping 7th ATC and JMRC rotations, please be advised that priorities will be set up through 7 ATCth
/JMRC executive management.
Leader Training Program (LTP) is an integral and inseparable component of the rotational training model. Within the JMRC operational construct, an LTP can be specifically configured either for JMRC itself to refine its exercise execution capabilities, or for a rotational unit participating in a JMRC exercise to prepare for its deployment into the training area.
12 Attachment 1 PWS, Section
5.2.11.4. If the contractor is
redirected to repair pass back maintenance vehicles by the Government and this effects the contractor's ability in any way to prioritize
The Performance Work Statement (PWS) establishes the Operational Readiness (OR) Acceptable Quality Levels (AQLs) for the PTF organic fleet as a primary, stand-alone requirement.
PTF organic maintenance for OR AQL per the PWS, will there be dispensation allowed?
Pass-back maintenance is a separate, directed requirement for which the contractor is separately compensated.
The Government's expectation is that the contractor is adequately resourced to execute all distinct PWS requirements concurrently.
The performance of pass-back maintenance does not relieve the contractor of their obligation to meet the OR AQLs for the PTF organic fleet. Therefore, no dispensation will be granted on this basis.
13 Attachment 1 PWS, Section
5.2.11.1. Will the
Government provide a list of the estimated 300 pass back maintenance vehicles by variant similar to Enclosure 4?
The Government will not provide a detailed list of the estimated 300 pass-back maintenance vehicles by variant similar to Enclosure 4.
For planning purposes, approximately 95% of the vehicles will be Humvee variants and 5% Light Medium Tactical Vehicles (LMTVs).
14 Enclosure 3 GFP Module.
Will there be additions to the GFP listing for specialized tooling, lifting equipment and diagnostic platforms for the heavy equipment listed in Enclosure 4 Engineer Fleet?
If any existing tools, lifting, and diagnostic equipment cannot be transferred from the pre-maintenance activity to the PTF, the Government will replace them through ASCO or local purchase.
These new items will be added to the GFP listing.
15 PWS Enclosure 1 (page 38), Table Estimated Workload Data. Could you please clarify the methodology used
The estimated workload data represents the Government's assessment of the total level of effort required to successfully to calculate the estimated hours allocated to each position in the contract?
Specifically, we would like to understand the underlying assumptions (e.g., number of personnel per role, expected duration of support, workload drivers, or any standardized formulas) that resulted in the hour totals provided.
perform all tasks. While the specific formulas and underlying assumptions will not be released, the intent is for bidders to develop their staffing approach to meet the total required level of effort. This ensures that proposals are evaluated on their ability to provide the comprehensive support required, preventing potential understaffing and associated performance risks.
16 PWS Enclosure 1 (page 38), Table Estimated Workload Data. Can you confirm that Passback Maintenance /Labor Hours (3000 per year) are not part of the estimated workload data of 153,442 (item 10 total estimated hours)
Pass-back maintenance is a separate, directed requirement.
17 PWS Enclosure 1 (page 38), Table Estimated Workload Data. Can you confirm that that estimated workload data, total estimated hours (PWS page 38, table line 10) of 153,442 increased from 141,375 Hours (Previous solicitation PWS page 29) is broken down as follows:
-480 hrs Wheel Mech (tactical) (less scope)
+ 3,331 hrs Wheel Mech (NTV) (additional scope)
The Government cannot confirm the bidder-provided breakdown.
The increase in total estimated hours is primarily driven by the requirement for the contractor to base their manning on the maximum authorized Non-Tactical Vehicle (NTV) fleet size of 140 vehicles, rather than the 116 currently on hand. This approach ensures the proposal accounts for planned fleet expansion and potential future vehicle fielding events, providing necessary programmatic flexibility
+ 9,216 hrs Construction Equipm. Mech (additional scope)
+12,067 hrs Total increase in scope, which excludes 3,000 Passback Hours specified in Question 2 above.
18 PWS Enclosure 1 (page 38), Table Estimated Workload Data and Enclosure 4 Density List.
Please clarify the reasoning for adding 3,331 hours for wheeled mechanic (NTV) (PWS page 38, table line item 5) while simultaneously reducing the amount of non-tactical vehicles from 140 to 116 in the density list (enclosure 4).
