About this opportunity

The 409th Contracting Command, 928th Contracting Battalion/Regional Contracting Office Bavaria is soliciting bids for a comprehensive maintenance, inspection, and repair contract covering Emergency Power Supply Systems, including Uninterruptible Power Supply (UPS) and Diesel Power Generator Systems at USAG Bavaria Military Community in Grafenwoehr and Vilseck, Germany. This commercial contract requires contractors to provide preventative maintenance, battery replacement, emergency repair services, and parts procurement for critical power infrastructure systems, with contractors needing ISO 9001 certification and a project manager holding either a bachelor's/master's degree in electrical engineering or a German craftsman's electrical master diploma. The procurement will be evaluated using Lowest Price Technically Acceptable (LPTA) criteria, emphasizing both cost competitiveness and technical compliance. The solicitation has been amended twice, with the final proposal submission deadline extended to August 12, 2025, at 0900 AM CEST, following a mandatory site visit that occurred on July 16, 2025. The question period has officially ended, and all inquiries must be directed to the specified military email addresses.

This opportunity is not designated as a set-aside and is open to all qualified contractors, though it was initially posted as a Women-Owned Small Business (WOSB) solicitation. The contract structure is a single-award, hybrid requirements contract (combining firm-fixed-price, labor-hour, and time-and-materials components) with an Indefinite Delivery Type format, featuring a one-year base period starting September 1, 2025, and four potential one-year option periods. The inventory includes approximately 25 UPS systems ranging from 10kVA to 120kVA and 45 generators spanning 5kVA to 1,000kVA across both Tower Barracks (Grafenwoehr) and Rose Barracks (Vilseck), with estimated repair parts budgets ranging from EUR30,000 to EUR49,600 depending on the contract year. Performance will occur exclusively at the German military installations, requiring contractors to comply with both German DGUV V3 and DIN VDE standards alongside U.S. military specifications. The contractor must provide 24/7/365 emergency response capabilities and maintain detailed documentation for all maintenance activities on these mission-critical power systems.
