About this opportunity

The U.S. Army Corps of Engineers Philadelphia District is seeking a firm fixed-price construction contract for maintenance dredging of the Lewes and Rehoboth Canal. The project involves dredging approximately 90,000 cubic yards of sediment between Lewes and North Shores, Delaware, with the option to extend dredging to Rehoboth Bay. Bidders are required to be registered in the System for Award Management (SAM) and submit bids through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. A mandatory pre-bid site visit is scheduled for April 8, 2025, at 400 Anglers Road in Lewes, DE, and bidders must register in advance to attend. The solicitation allows for both hydraulic cutterhead and mechanical dredging methods to a depth of -6 feet Mean Lower Low Water (MLLW) plus 1 foot of allowable over depth.

The contract is a 100% small business set-aside under NAICS code 237990 with a size standard of $45.0 million. The estimated project value ranges between $10 million and $25 million, with a base contract performance period of 365 calendar days from the Notice to Proceed. Dredging is restricted to the period between October 1 and March 1 due to environmental considerations. The project includes two optional dredging segments that could potentially extend the contract by an additional 300 days, with possible beneficial use of dredged material for shoreline and marsh restoration near Thompson Island. Dredged material will be placed in upland disposal facilities in Lewes, Delaware, and the contract also includes minor earthwork for embankment improvements at the disposal areas. Bids are due by May 5, 2025, at 2:00 PM EDT, with the work to be performed in the Lewes and Rehoboth Canal area.
