About this file

This document is a Consolidated Requests for Information and Responses for Solicitation W912BU25BA001, covering the Lewes and Rehoboth (L&R) Canal Maintenance Dredging Project. The document contains 13 questions and answers received between 3-15 April 2025, addressing critical details about the dredging project such as work timelines, dredging windows, and operational constraints. Key clarifications include that dredging is only permitted from 1 October through 28 February, mobilization and demobilization can occur outside this window, and the contractor is responsible for removing 10,000 cubic yards from cell 2 as specified, regardless of disposal method.

The responses provide additional guidance on project-specific details, such as referencing specific specification sections for dredging order and direction, utility locations, and site access. Notably, the government indicates that any additional permits for contractor means and methods (such as temporary trestle installation) are the contractor's responsibility, and contractors should consult weather services for historical canal navigability data. The solicitation involves maintenance dredging of approximately 90,000 cubic yards of sediment within the Lewes to Rehoboth Canal, with a base contract and two optional dredging phases, estimated between $10-25 million.

Consolidated Requests for Information and Responses Solicitation W912BU25BA001

L&R Canal Maintenance Dredging

Received 3 April 2025:

1. I am writing to inquire about the channel geometry for the subject solicitation. The plans say to refer to the specifications for channel centerline geometry. However, after reviewing the specifications they say that the contracting officer will furnish upon request. Could you please provide the channel coordinates or line files associated with the channel.

ANSWER:

".txt” file will be provided.

Received 8 April 2025:

2. Page 113 of the specification states that work for AS#1 through AS#8 shall only be performed from October 1 through February 28. Page 1,466 of the specification contradicts the timeline and states that work will be limited to October 1 through March 31. Solicitation page 3 states dredging is only permitted October 1 through March 1. Which timeline is correct?

Dredging shall only be performed from 1 October through February 28.

3. Can all mobilization be completed prior to the October 1st dredge start? Likewise, can demobilization be completed after the determined end date?

YES to both questions.

4. Is additional dredging window or work hours (beyond 7am to 7pm, 7 days per week) granted if awarded option 1 and/or 2?

Dredging environmental window and daily work hours applies to all dredging.

Received: 14 April 2025:

5. Regarding optional dredging, can you confirm that option 2 dredging will not be awarded without first awarding option 1? When would contractor receive notification of optional work awards?

This will be incorporated via Amendment. Please refer to FAR Clause 52.211-10.

6. Will the questions and answers submitted during the bidding process become part of the contract documents?

This will be incorporated via Amendment.

7. Is the contractor responsible for removing 10,000 CY from cell 2 as specified if contractor does not use cell 2 for dredge material disposal?

YES

8. Can the Contractor choose in what order and direction to perform dredging? For example, starting at plan East and working towards plan West?

Please see Paragraph 1.4 in Specification Section 35 20 23.

9. Are there any know utilities that are in the current dredge cut/footprint? If so, can you provide location and offsets for the utilities?

Please see Paragraph i. of Specification Section 01 30 00.

Received: 15 April 2025:

10. For the option item mobilization and demobilization line items, should the contractor assume they will have fully demobilized from the site after the base work is completed and consider the cost for a complete remobilization to perform the optional work?

ANSWER:

Full demobilization will not be required after completion of base work if either or both Options are awarded, but no dredging can occur between 1 March and 30 September.

11. Will the Government allow the installation of a temporary, pile supported trestle at the disposal site to aid in the mechanical transfer of dredge spoils from the material barges to the disposal sites?

There are no current permits for pile installation and hence any additional permits required specifically for a contractor’s means and methods shall be responsibility of contractor.

12. Does the L&R canal historically freeze to a point where it becomes unnavigable?

Please consult appropriate weather service for historic data.

13. In reference to note 15 on sheet C-402, is there an existing entrance/exit point into the Lewes DMPF for construction equipment?

Access to the DMPF shown on sheet C-402 is from Anglers Road.
