About this file
This document is an Amendment 0002 containing Consolidated Requests for Information and Responses for Solicitation W912BU25BA001, related to the Lewes and Rehoboth (L&R) Canal Maintenance Dredging Project. The document includes 14 questions and answers received between 3-24 April 2025, addressing critical details such as dredging timeline, work hours, disposal requirements, and optional work specifications. Key clarifications include: dredging is permitted only from 1 October through 28 February, mobilization and demobilization can occur outside the dredging window, and contractors must remove 10,000 cubic yards from cell 2 as specified. The responses indicate that option 2 dredging will be addressed via amendment, and contractors should refer to specific specification sections for guidance on dredging order, utilities, and access points.

Consolidated Requests for Information and Responses Solicitation W912BU25BA001
L&R Canal Maintenance Dredging
Received 3 April 2025:
1. I am writing to inquire about the channel geometry for the subject solicitation. The plans say to refer to the specifications for channel centerline geometry. However, after reviewing the specifications they say that the contracting officer will furnish upon request. Could you please provide the channel coordinates or line files associated with the channel.
ANSWER:
".txt” file will be provided.
Received 8 April 2025:
2. Page 113 of the specification states that work for AS#1 through AS#8 shall only be performed from October 1 through February 28. Page 1,466 of the specification contradicts the timeline and states that work will be limited to October 1 through March 31. Solicitation page 3 states dredging is only permitted October 1 through March 1. Which timeline is correct?
Dredging shall only be performed from 1 October through February 28.
3. Can all mobilization be completed prior to the October 1st dredge start? Likewise, can demobilization be completed after the determined end date?
YES to both questions.
4. Is additional dredging window or work hours (beyond 7am to 7pm, 7 days per week) granted if awarded option 1 and/or 2?
Dredging environmental window and daily work hours applies to all dredging.

14. A follow up question to a previously asked question and response. Question 5 as it relates to mobilization and options. The response was that “"The Contracting Officer has the right to exercise any or all of the options in this contract by written notice to the Contractor within 30 calendar days of Notice to Proceed."
Based on this response we have to assume that either Option 1 can be awarded or Option 2.
If they are awarded separately then we will be required to carry a full mobilization and demobilization in each option. If both options are awarded, then the estimate will contain double the amount of mobilization costs than needed.
If you can tell us that Option 1 will be awarded before Option 2 then we can price the mobilizations accordingly. If the government intends to make their “basis of award” off the evaluation of bids inclusive of all options, then the contractor’s total price may not reflect accurate pricing if both options are to be awarded.
In order to price correctly we would need to know that option 1 would be awarded first and then option 2.
