No set-aside applies. This is a sealed bid IFB under NAICS 237990, Other Heavy and Civil Engineering Construction.

Place of performance is Philadelphia, PA. Work requires mechanical dredging using a sealed environmental clamshell bucket to achieve minimum depths of 30 feet below mean lower low water (MLLW) with maximum over-dredging to 32 feet MLLW. The Quality Control Manager must possess minimum five years of combined experience in construction management roles on similar projects and must hold current Construction Quality Management certification. Performance must begin within 15 calendar days of award and complete within 270 calendar days, with minimum daily production of 5,000 cubic yards. All dredging and in-water work is prohibited from March 15 through June 30 annually to protect diadromous fish spawning. The contract is Davis-Bacon-covered with prevailing wage rates ranging from $30.86 to $48.48 per hour plus fringe benefits of $14.15 to $15.34 per hour, effective May 18, 2026. A bid guarantee of at least 20 percent of proposed price, not to exceed $3 million, and performance and payment bonds are required. Liquidated damages are $3,447.29 per calendar day of delay. The award will be firm fixed-price to the lowest conforming responsive bidder. Contractors must complete a Small Business Subcontracting Plan, acknowledge compliance with DFARS clauses on magnets and tantalum, Chinese military company restrictions, Department of Defense data transfer prohibitions, and foreign-made unmanned aircraft systems, and achieve CMMC Level 1 Self-certification. The project is certified as a DO-rated order under the Defense Priorities and Allocation System.
