*** Follow-Clarification

  • If the waste water tests negative for hazardous materials, will the Government still consider it hazardous due the nature of the  “process“ or can the water be hauled and disposed by a “septic” hauler?
    • If the WW tests non-hazardous by RCRA standards but results are outside permit limits established in the MHAFB WW reuse permit, then discharge to the FOTW would be prohibited.  The WW could then be disposed of at a POTW that is capable of receiving the WW.  In this scenario, MHAFB would need acceptance documentation from the POTW.  Direct discharges to storm drains or the environment are prohibited.
  • If the waste water test positive for hazardous material, whose responsibility is the disposal, and who would be considered the generator?”
    • Contractor would be responsible for disposal.  MHAFB would be considered the generator and a designated MHAFB representative would sign the HW manifest.

*** Amendement 3

The purpose of this amendment is to:
1) Provide an answer for the following question: If the used water from the rubber and paint removal process is deemed non-hazardous from previous representative sampling (similar type work) and/or actual testing, how is it to be disposed?
2) Answer: Used water will be disposed at an off site location.

*** Amendment 2 is to add the Q&A's submitted. The bid date has been extended to 24 July at  11:59 pm MST. The question regarding the waste water from the rubber removal will be answer 20 July.

*** Amendment 1 is to add the drawings attachment. The due date remains 20 July 2020 11:59 pm MST.
