About this opportunity
The U.S. Army Corps of Engineers, Engineering District Seattle, is preparing to procure the design and construction of an Air Traffic Control Tower at Mountain Home Air Force Base, Idaho, with capabilities packages due November 12, 2026. The notice carries no set-aside, and the attached sources sought document states the planned approach is a Progressive Design Build (PDB) under Other Transaction Authority (OTA) in three phases: competitive qualifications-based selection, collaborative design, and final design and construction. The Government will shortlist the three most highly qualified firms for interactive pitch meetings. The tower is a 13,941 square foot facility replacing an aging tower, with demolition of the existing tower and simulator building. It must accommodate a minimum of six controller stations plus five trainers, a simulator room, offices, administrative and training space, break room, storage, and electronic equipment rooms. The budget is $32.0 million, and the estimated period of performance is approximately 730 calendar days. The PSC is Y1BA and the NAICS code is 236220. Capabilities packages are limited to 10 pages, excluding joint venture and bonding information, and go by email to russell.j.armstrong@usace.army.mil with a copy to susan.f.newby@usace.army.mil. Required content includes CAGE code, UEI, small business classification status, regional work capabilities, three examples of similar projects completed within the last seven years, estimated self-performance percentage, an assessment of small business subcontracting opportunities, and bonding information. The attached document lists an August 4, 2026 deadline at 2:00 PM PDT, which precedes the October 28, 2026 posting date, so the November 12, 2026 due date in the notice governs. The announcement is for market research only and does not commit the Government to issue a solicitation or award a contract.
