About this opportunity
The United States Marine Corps seeks Command and Control (C2) training services supporting six training centers across major Marine Corps bases in support of the MAGTF Staff Training Program, with proposals due May 28, 2026 at 10:00 AM EST. The procurement is set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) and carries a $21 million size standard under NAICS 611519.
Place of performance includes Quantico, Virginia (headquarters), with subordinate training centers at Camp Johnson, North Carolina; Camp Pendleton and 29 Palms, California; Kaneohe Bay, Hawaii; and Okinawa, Japan. The scope encompasses Marine Corps Program of Record C2 systems and Combat Operations Center instruction and curriculum services; planning and executing collective battle staff training events in a COC environment; and classroom computer network and audio-visual operations and integration services. Training supports individual C2 system operators and collective staff functions across Battalion, Regimental, Division, and Marine Expeditionary Force-sized units based on established Marine Corps C2 Training and Readiness standards. The contractor will manage at least 16 existing courses and develop additional courses covering systems including Blue Force Tracking, Joint Battle Command Platform, JADOCS, AFATDS, and tactical communication platforms.
Contractor personnel require appropriate security clearances; the contract calls for Top Secret/Sensitive Compartmented Information (TS/SCI) clearance to support maritime, cyber, land, air, and space C2 systems training. Interim Top Secret clearances are acceptable. The contractor must provide access to SIPRNET and JWICS networks and deliver over 40 specified deliverables including battle drills, training packages, exercise documentation, performance analysis reports, and curriculum documentation using Microsoft Office 365 applications.
The base period is six months with four one-year option periods (originally posted as one 12-month base plus options but amended to a six-month base). Award will be made on a best value basis weighing technical approach as significantly more important than past performance, and both non-price factors significantly more important than price. The contract is firm fixed price with cost-reimbursement travel not to exceed $260,000 in the base period, escalating to $519,195 in the fourth option period.
