1.0 Vision. The intent of this solicitation is to obtain commercial command and control (C2) training services in support of two (2) C2 training organizations within the C2TECOE Branch of the MAGTF Staff Training Program (MSTP): (1) the MAGTF Operations Center Training Team (MOCTT); and (2) the MAGTF Integrated Systems Training Centers (MISTCs) Headquarters and the five (5) subordinate MISTCs.
1.1 MOCTT Mission and Background.
1.1.1 MAGTF1 Operations Center Training Team (MOCTT):
The MOCTT is a section from within the C2TECOE Branch of the MAGTF Staff Training Program (MSTP). The mission of the MOCTT is to train and assess the performance of the Combat Operations Center (COC) for: (1) a Marine Expeditionary Force (MEF), or a MEF operating as Joint Force Task Group; and (2) a MEF Major Subordinate Command (MSC), or an MSC operating as a Joint Task Force.
The MOCTT trains these centers to command and control a MAGTF in a Joint multi-domain combat operation in a complex operating environment2. The MOCTT provides COC Watch Stander personnel with training and education on watch stander procedures and processes in support of all-domain3 operations across the seven warfighting functions4.
The MOCTT Section Head, GS-13 is overall responsible for MOCTT exercise support planning, personnel management, staff training and development, MOCTT assessment materials, COC training support documents, and work plan assignments. The MOCTT government staff consists of a Combat Operations Center (COC) Instructor, GS-13; a Marine Master Sergeant (MSgt/0399); and Gunnery Sergeant (GySgt/MOS 0369).
1 The Marine Air-Ground Task Force (MAGTF) consists of four core elements: a command element (CE), a ground combat element (GCE), an aviation combat element (ACE), and a logistics combat element (LCE).
MAGTFs operate and fight at sea, from the sea, and ashore as an integrated part of the Naval force and the larger Combined/Joint force 2 A complex operating environment is represented by the sum total, or composite of conditions, circumstances, and influences affecting the employment of the MAGTF.
3The five domains are: sea, space, cyber, land, and air.
4 The seven warfighting functions are: maneuver, aviation, fires, logistics, information, force protections, and C2.
