About this file
This document is a Questions and Answers (Q&A) file for Request for Proposal (RFP) Number M00264-25-R-0014, primarily addressing technical and procedural clarifications for a Marine Corps training support services contract. The solicitation covers multiple training teams and centers, including the Marine Air-Ground Task Force (MAGTF) Operations Center Training Team (MOCTT) and Marine Instructional Systems and Training Centers (MISTC), with performance locations across multiple sites.
Key clarifications include modifications to personnel requirements such as instructor certifications, training timelines, and clearance standards. The government will allow interim Top Secret clearances, provide MCTIMS system access, and revise some training certification requirements. The contract is firm-fixed-price with no transition period, and the base and option periods are one year each. Contractors must provide Response Cell support, help desk services within 24 hours, and adhere to specific reporting and travel requirements. The government will provide sponsorship for OCONUS travel and expects professional deliverables for tasks like Program Objective Memorandum (POM) input and curriculum development.

Performance Work Statement
Many of the personnel requirements state “The contractor must already be trained in the Marine Corps Instructional Systems Design (MCISD)/System Approach to Training and Education (SATE) and Risk Management/.” This heavily supports the incumbent since this is not a common certification for personnel not performing on the current task order and eliminates competition from very qualified companies that are performing great USMC Training efforts but do not have the specific
MCISD/SAFE
training. Would the government make this within 120 days of commencement of work to allow time for this training?
The government does not intend to change the SATE requirement. However, The PWS will be revised to state the contractor shall have an understanding of SATE. Note:
NAVMC 1553.1A, Marine Corps Instructional Systems Design/Systems Approach to Training and Education (MCISD/SATE) is available for download at:

(DLEC) or (d) previous public or private school teaching certification.” This once again provides the incumbent with significant advantage since many SDVOSB companies have training personnel with military experience and instructor courses but all are outside the three year requirements and the (b), (c) and (d) are not a common certification for the majority of personnel with the experience of training in the field.
Request the government review and consider removing the within 3 year requirement since most of that training is one and done.
